- Description
- The Defense Threat Reduction Agency (DTRA) is seeking interested sources capable of providing Equipment and Travel Support Logistics services to support the Cooperative threat Reduction (CTR) Program. The CTR program assists countries of the Former Soviet Union (FSU) dismantle chemical, biological and nuclear weapons of mass destruction (WMD) as well as related infrastructure; enhances the security and safety of WMD and weapons material storage and transportation; consolidates and secures WMD-related technology and materials; monitors and consolidates dangerous pathogens that pose risks for theft, diversion, accidental release or use by terrorists; helps prevent trafficking of WMD across non-Russian FSU states; and supports defense and military cooperation with the goal of preventing proliferation to reduce the threat of WMD terrorism. The objective of the future solicitation is to acquire equipment and travel support logistics services for the CTR Office and associated Office of the Secretary of Defense (OSD) oversight offices. The contract base period plus options will run for a period of up to five years. The projected start date for the contract is May 2005. Potential sources either alone or with appropriate teaming partners must have demonstrated expertise/capability in all the following areas:  Provide a quality and safe logistics support Program; perform host nation interface activities (Letters of Verification (LOVs), Transfers of Custody (TOCs), inspections and acceptance (I & A); provide initial logistics support services, new equipment installation, commissioning, warranty control, and initial and sustainment training; perform maintenance on CTR equipment; provision for, order and manage spare parts; provide sustained logistics support services; provide construction and renovation support; provide Program Management; provide in-country travel support; provide cellular telephone support; and make all relevant data available on an Electronic Logistics Information System (ELIS).  Establish and maintain a Quality Control/Assurance program.  Environment and Safety. Responsible for collecting, packaging, and labeling all hazardous waste generated in performing the duties; maintaining, storing and disposing of hazardous material and/or waste.  Develop and implement a demonstrable project safety program to prevent accidents, preserve the life and health of personnel, and minimize equipment loss and downtime. Shall adhere to United States National Fire Protection Association standards for the protection of Department of Defense (DoD) property and personnel to ensure compliance.  Equipment Maintenance and Support. Plan and implement an equipment maintenance program for preventive and corrective maintenance in field, intermediate, depot and Original Manufacturer?s facility scenarios. Maintenance plan must allow for multiple degrees of support. Report mission availability (MA) for US Government defined equipment for reporting to ELIS, which will provide management statistics such as Total Logistics Response Time (TLRT), Turnaround Time (TAT) and Customer Wait Time (CWT).  Establish and/or disestablish Logistic Support Bases (LSBs) and other logistics sites at such locations in the countries receiving CTR Program assistance. Provide warehouse support in the former Soviet Union. Perform the inventory of the equipment with host nation representative(s). Prepare final Transfer of Custody (TOC) documents, translate as required, witness the transfer and obtain the consignee?s signature. Conduct inspection and acceptance of equipment purchased by U.S. Government-designated subcontractors or integrating contractors, as the U.S. Government?s designated representative. Setup and/or install equipment at locations designated and perform limited construction/renovation to assure the proper operation of CTR-provided equipment. Commission or monitor the commissioning of CTR equipment provided to the FSU to include detailed inventory of parts and tools and assemble major items that were disassembled prior to shipping. Ensure users are familiar with the operation and safety features of the equipment being commissioned. Coordinate OEM training of user organization representatives (operators), when a new type of equipment is introduced into the host nation. Training will address the operation and safety features of equipment. Responsible for equipment training of user organization representatives (operators) to include the operation and safety features of equipment. Analyze and document training and equipment requirements to train personnel in the operation and maintenance of equipment. Establish and maintain a comprehensive technical reference library in each country, for all systems and items provided to the recipient nations.  Program Management. Must implement this contract in an open environment, free from unneeded oversight. The contractors program implementation must incorporate the following functions: (A) Financial Management - provide contract financial/budget information to support; (1) continued funding of the contract and any subsequent changes; (2) utilizing an Earned Value Management System; (3) recording of expenditures in the U.S. Government accounting system; and (4) aiding in Award Fee determinations. (B) Cost Performance Reporting - Report must contain cost variance measurements, spend variance measurements, and schedule variance measurements. (C) Earned Value Measurement System - Must use an accrual accounting system based on Generally Accepted Accounting Principals. Must report the cost of work performed (including sub-contracting efforts and parts/consumables/material ordered). (D) Program Performance and Management Reviews ? Prepare a program communications plan which will recommend and address all meeting agendas, status meetings, project status reports, Program reviews, award fee reviews, teleconferences and planning reviews.  Reporting. Provide the U. S. Government insight into performance of this contract via various reporting techniques and systems to include: (A) Electronic System to track maintenance status with executive summary information with ability to access details as required via the World Wide Web. The system must at a minimum capture data from all phases of the Contractor?s performance of all contract-related activities. (B) Deliverables ? monthly Cost Performance Report, Bi-weekly Status Reports, Significant Incidence Reports, Transfer of Custody documents, Travel reports, Weekly meeting minutes, PMR minutes and agenda, Cellular telephone bills, Contractor?s award fee self-assessment and an outgoing transition plan.  Supply, Material Management and Property Management. The Contractor will provision and maintain sufficient off-the-shelf materials and equipment on hand to support preventive and corrective maintenance on all supported equipment.  CTR Program Support. Provide support to the CTR program/project. Support will include but is not limited to providing logistical travel support, meeting space, cellular telephones, facilitating host nation interfaces and representing CLS concerns at meetings. Travel Support includes comprehensive in-country logistical support within or from the Russian Federation to DTRA-CT travelers and their support personnel; reservation of in-country lodging at hotels in Russia; coordination of air, rail and ground transportation to support all delegation official activities and functions. .  Project Closeout or Equipment Transfer Support. Support closeout of U. S. participation in CTR projects or the transfer of equipment between projects. Ensure preventive maintenance actions are current and equipment deficiencies as corrected. Complete formal turnover of all consumables, spare parts, support equipment, maintenance equipment and test and diagnostic equipment.  United States Embassy Support. Support the Department of Defense?s Threat Reduction Office (DTRO) located in U. S. Embassies in Russia, Ukraine and any other U. S. Embassy located in the FSU that operates on behalf of the CTR program. Support will include maintenance of office equipment and contingency logistics as directed.  Transportation and Shipping. Provide packing, handling, storage and transportation in accordance with best commercial practices for all inter and intra-FSU country and European origin shipments. Provide a full range of transportation support to include break bulk, intermodal, surface, air and system surveillance via electronic means. For shipment originating at the CTR Warehouse or some other U. S location, the Contractor must normally use the CTR Transportation System (CTS) also known as ?Single Shipper? for all shipments of equipment and materials for the CTR Program. Perform and manage all aspects of FSU customs process in accordance with destination regulations and CTR Umbrella Agreement requirements to include customs brokerage, duty and fee avoidance documentation and delivery to site.  Facility Support for Other CTR Contractors. The Contractor must provide co-located office facilities for the Chemical Weapons Destruction Support Office in Moscow. Contractor will supply office space, computers, telephones, security and office maintenance services. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing.
