Description
The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Perkin Elmer in Shelton, CT to furnish, deliver and install a new ScanArray Express Laser Scanner System with Accessories and an extended service maintenance agreement in accordance with the terms, conditions, and specifications contained in this document. This instrument will be used in the acquisition of fluorescent signal intensity data from DNA-spotted slides hybridized against fluorescent-labeled targets. The USDA, ARS, PGRU has determined that the Perkin Elmer's Scan Array Express Laser System and Accessories will be used in our lab for gel documentation and imaging for a variety of applications. For several years we have been conducting microarray experiments using the Perkin Elmer Scan Array Express Microarray Scanner at Boyce Thompson Institute and coordinating our research results. Therefore, this equipment must be compatible to save time, money and research data. This requirement includes FAR clause 52.232-18, AVAILABILITY OF FUNDS and 52.232-19, AVAILABILITY OF FUNDS FOR THE NEXT FISCAL YEAR. The Contractor shall furnish all labor, equipment, materials, tools, services and supervision necessary to provide the SCHEDULE OF ITEMS. QUANTITY IS ONE EACH OF THE FOLLOWING ITEMS: ITEM NO. 01, SCAN ARRAY EXPRESS SYSTEM. ITEM NO. 02, LASER OPTION RED. ITEM NO. 03, LASER OPTION GREEN. ITEM NO. 04 EXTENDED (2 YEAR) MAINTENANCE AGREEMENT. ALL THIS FOR A TOTAL OF $_____. NOTE: The Contractor shall prepay and add freight cost in the price in accordance with the F.O.B. Destination, Within Consignee's Premises clause. The SALIENT CHARACTERISTICS include a microarray scanner capable of the following: 1. Ability to excite fluorescent-labeled probes hybridized to glass-slide arrays. 2. Ability to filter the emission light from the array. 3. Capability to image and collect data and provide initial data examination. 4. Image acquisition should be based on confocal laser scanning which provides much higher signal-to-noise than non-confocal technologies. 5. Scanner must initially have the capability of 2 light wavelengths (red and green lasers) for excitation of fluorescent-labeled probes. Additionally there must be capability to upgrade to up to 5 different wavelengths, to facilitate detection of samples labeled with up to 5 different dyes. SPECIFICATIONS INCLUDE: Approximate Footprint: 76 x 41 x 41 cm (L x W x H). Laser light source - green 543nm. Laser light source - red 633nm. Ability to upgrade to laser excitation wavelengths of 488 nm, 514 nm, 594 nm, and 612 nm. Continuously adjustable laser power and PMT (photo-multiplier tube) controls. Slide holder with flexibility to accommodate a range of custom and commercial substrates, wet or dry samples (with or without coverslips) as well as tissue samples. Scanning field - 22 mm x 73 mm. Pixel resolution - selectable at 5, 10, 20, 30, and 50 microns. Emission filter wavelengths - expandable to up to the following wavelengths: 508nm 522nm, 530nm, 549nm, 570nm, 578nm, 592nm, 614nm, 660nm, 670nm, and 694nm. Dynamic Range - 16-bit range over 4 orders of magnitude. Repeatability and uniformity - < 5% CV. Sensitivity - < 0.1 fluorescent molecules/um2. Image file formats - TIFF, BMP, JPEG, or Raw. Free Software upgrades for one (1) year. SECTION 508 ACCESSIBILITY COMPLIANCE CLAUSE -The following standards are applicable to this contract 1194.21 and 1194.25. All equipment and software must be "Year 2000 Compliant". DELIVERY - shall be F.O.B. Destination, within Consignee's Premises within two (2) weeks after receipt of the order. DOCUMENTATION - The Contractor shall provide two (2) copies each of the operations, repair, software, maintenance manuals, lubrication and service instructions, operating instructions upon delivery of the equipment. All documentation shall include the P.O. number. PAYMENT - The Contractor must be registered for Electronic Funds Transfer (EFT) payments in the Central Contractor's Registration (CCR) database to receive payment. Payment may be made by a Government purchase order or Government Credit Card. Final payment shall not be made unless and until items have been received and are accepted by the Technical Representative. WARRANTY - The period of the warranty shall begin upon acceptance by the Government. In addition, a two (2) year EXTENDED WARRANTY is required. The NAICS Code is 423490 with a size standard of 500 employees. This procurement is unrestricted. This is not a request for proposal. No solicitation is available. WE WILL NOT ACCEPT YOUR QUESTIONS BY E-MAIL (DUE TO THE CURRENT AND CONTINUOUS COMPUTER VIRUS SITUATION) OR YOUR OFFER BY FAX OR E-MAIL. Companies with the demonstrated capability and financial capacity to provide and service such equipment, and warranty must submit a written substantive statement outlining the Company's and systems' capabilities, available service agreements and consumables (including price lists). This announcement and any other documents related to this procurement will be available electronically at the Internet site http://www.fedbizopps.gov. The Contractor is responsible for monitoring the FBO website for information relating to this requirement. Offerors will be responsible for downloading their own copy of these documents. Contractors are required to acknowledge receipt of all Amendments (if any). If no affirmative responses are received with 15 days of publication of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Perkin Elmer under the authority of FAR 6.302.
