Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries, Southeast Fisheries Science Center (SEFSC) in Miami FL, has a requirement to acquire services to investigate characteristics of the offshore white marlin fishery to identify potential variables to include in future post-release survival experiments. Knowledge of fishing techniques is critical to evaluate recreational fishing impacts and ultimately help rebuild stocks. Information will be obtained through surveys and onboard observers in the Ocean City, Maryland area, which is known as the White Marlin Capital of the World. The project will serve as a pilot program to develop and hone survey techniques and gain general acceptance for the survey through meetings, face to face dialogue and word of mouth. Tasks will include; developing survey forms; placement of observers on vessels; and a final report. NOAA intends to negotiate with Maryland Coastal Bays Foundation for this study. Dr. Roman Jesien, is the principal investigator. He leads a team that is uniquely suited to successfully complete the proposed project. He has worked since 2002 with the Maryland Coastal Bays Program which has offices located within two miles of the fishing docks of Ocean City. He has over 24 years of experience in conducting research in fish tagging and tracking. He has extensive experience in working with anglers. Dr. Ann Barse, Assistant Professor at Salisbury University in Salidbury MD. These individuals have the combine knowledge and experience necessary to complete the project. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
