- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries, Southeast Regional Office (SERO) in St. Petersburg FL has a requirement to acquire services to support the right whale/shipping industry liaison activities. The contractor will be responsible for developing, fostering, and maintaining partnerships with the shipping community at all levels, particularly shipping agents, companies and port operator groups, etc. The contractor will closely coordinate with NOAA Fisheries Southeast (SE) right whale conservation program coordinator and the Chair of the SE Implementation Team for the Recovery of the Northern Right Whale. The contractor will be required to coordinate with NOAA Northeast (NE) regional biologist and contractor with liaise with the shipping industry in the NE. NOAA intends to negotiate with Captain Donald Lewis for this effort. Captain Lewis is uniquely qualified having a range of experience directly related to the work. He is the Captain of the Port of Jacksonville, the main southeast port of concern with respect to the right whale vessel interaction issues. Captain Lewis has been filling the role of the shipping industry liaison for the NMFS for several years. He has established himself with industry, agency, and other interested parties. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
