Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ040045. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 333111. This solicitation is set aside for small business concerns. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. The line item number is: Item 1, Rangeland Seed Drills, Quantity 2 Each. Drills shall be delivered FOB destination to the Bureau of Land Management, Idaho Falls Field Office, 1405 Hollipark Drive, Idaho Falls, ID 83401 within 270 calendar days after receipt of notice of award. Salient features are: 1.) Mounted on pneumatic-tires(10-ply, at least 1100 x 28 wheels); 2.) Wheels provide mechanical rotation of the feed and agitators; 3.) Disk opener arms move independently and freely up and down by pivoting on pins mounted on main frame; 4.) Disk must have hydraulic system to raise and lower disk; 5.) Drill must be constructed to allow transport of at least 2 drills on an 18-foot truck or trailer; 6.) Arm pin blocks on main frame must utilize Torrington races; 7.) Utilize a triple-lipped scaled bearing on both sides of all arms for the disk opener shaft; 8.) Weight must not exceed 5,500 pounds; 9.) Provides parts book and operator's manual (including calibration instructions) For drills, components shall include: 1.) Two seed boxes for grass seed; 2.) Vertical row dividers to prevent sliding of seed when seeding on slopes; 3.) Auger agitators that push seed from both ends toward the center of the box; 4.) Picker wheels to grab the seed from the box; Quote shall include warranty information consistent with commercial practices for this type of equipment, which shall be no less than one-year warranty on both parts and labor. The provision at 52.212-1, Instructions to Offerors-Commercial Items is applicable. The provision at 52,212-2, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.204-06, 52.204-07, 52.211-05, 52.219-06, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-03 Alt. 1, 52.223-06, 52.232-33, 52.232-36, 52.246-02. Quotes shall include: 1.) Descriptive literature or other documentation verifying proposed equipment complies with specifications; 2.) Proposed delivery schedule; 3.) Warranty information; 4.) Repair and parts availability statement; 5.) Price per rangeland seed drill, FOB destination; 6.) Company experience with producing rangeland seed drills; 7.) References of previous customers, including names and telephone numbers; 8.) completed copy of the representations and certifications in 52.212-3. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov. The registration is required to receive contract award and will facilitate payment. Offers are due at the above office by close of business August 31, 2004.
