- The U.S. Department of Commerce/National Oceanic and Atmospheric Administration is releasing Soliciation No. DG1321-04-RP-0045 as a small business set aside to provide the Bureau of Economic Analysis (BEA) methodology for use of tax-based estimates in measuring the National Income and Product Account (NIPA) income measurements. This is done to ensure that the accounting framework is properly and consistently defined, that concepts are well-specified, the most appropriate tax-based estimate is used for a particular income measure, and measures are consistently integrated within the NIPA framework.
