- Description
- The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) requires the design and construction of two prototype electronic fish lengthing boards. The contractor must have the requisite technical, mechanical and electronic expertise to design and construct a fish lengthing board that is cost effective and conforms to the specifications provided in the attachment. The fish measuring board will be used by fisheries scientists and observers to electronically measure individual fish or crustacean by length or width while at sea in harsh and rugged environments. To ensure that the design and functionality of the electronic fish lengthing board meets NMFS? specification, the selected bidder shall submit a report at a minimum every 3 months indicating the project status. In addition, the bidder will be required to meet in-person with the COTR and potentially other staff to review and discuss project design at a minimum every 2 months. From previous experience with other electronic and software development projects, frequent communication especially face to face is a significant component in successful project development. The design, development and delivery to the Government of two working prototype fish measuring boards must be completed within one calendar year from the time of award. Complete documentation necessary to manufacturer these boards including parts, procedures and costs will be provided to the Government at time of delivery. At the completion of this project, the Government will own the design rights to manufacture this product. The Fish Lengthing Board prototype unit purchase price must be $2,500.00 or less including all materials, fabrication, and assembly cost. As an option, the Government may procure up to10 lengthing boards by the designer/developer pending resolution of all board deficiencies identified during Government testing. The Government retains the rights to manufacture these boards or contract others to do so for the use of all Federal, State and local Fisheries Research Institutions in the United States. CAPABILITIES OF THE BIDDER: The contractor for this project must provide a resume that demonstrates successful design and construction of a similar product. The resume must include a list of contacts that are knowledgeable and can discuss the merits of the previous project noted in the contractor?s resume. EVALUATION CRITERIA: The contractor will be selected based on past performance, expertise in the field of mechanic engineering, electronic engineering, material engineering and expertise in computer and wireless network technologies, and cost. The period of performance shall be October 1, 2004 through September 30, 2005. DELIVERABLES: The design, development and delivery to the Government of two working prototype fish measuring boards must be completed within one calendar year from the time of award. Complete documentation necessary to manufacturer these boards including parts, procedures and costs will be provided to the government at time of delivery
