Description
The mission of Department of Energy?s (DOE) National Nuclear Security Administration (NNSA) Office of Secure Transportation (OST) is the safe and secure transportation of nuclear weapons, special nuclear material, selected non-nuclear weapons components, limited-life components, and other materials for OST. OST is seeking to identify qualified private sector vendors capable of providing tactical body armor that will meet specific mission parameters of Federal Agents assigned to the OST Special Response Force. The desired equipment shall consist of the following components: (a) Carrier shall be constructed of 1000 denier nylon Cordura fabric with MOLLE/PALS modular load-bearing, webbing, offered in sizes based upon military sizing parameters, including M, L, XL, XXL, and XXXL; and Extra Short, Regular, and Long lengths in each size, which meets unique layout and design specifications to be provided by user, and which accommodates soft ballistic panels and hard armor plates as described in (b) and (c) below; (b) Front and back removable soft body armor panels exhibiting hybrid construction (at least three dissimilar materials), encapsulated in a heat-sealed moisture proof shell assembled without needle perforations, meeting NIJ Standard-0101.04 for Threat Level 3A, with test results from NIJ-certified testing laboratory confirming 9mm V50 at certification greater than or equal to 1700fps, and 9mm Backface at certification equal to 28mm or less and a real density less than .70 pounds per square foot; (c) Detachable color, yoke, shoulder/bicep, and groin armor modules meeting Level IIIA ballistic standards, described in (b) above, proportionate to size of carrier and capable of secure attachment to carrier by the user in the field as necessary to meet mission requirements; and (d) Stand-alone hard armor plate set (front and back plates), boron carbide construction, confirmed by NIJ-certified testing laboratory to meet NIJ Standard 0101.04 for Threat Level 4, with multi-curved construction, shooter cutouts at upper corners of front plate, with back plate measuring 6? wide by 12? high (back) and front plate measuring 10? wide by either 10? (Extra-Short and Short), 11? (Regular) or 12? (Long) high per carrier sizing for individual user. Interested firms are asked to submit information that provides (1) company point of contact and address/phone/e-mail, (2) experience in providing tactical body armor tailored to specific mission requirements, (3) facilities and technical abilities to perform this type of effort, (4) documentation of performance and specifications of ballistic panels, (5) cost estimates, (6) proposed contract type, (7) period of performance/delivery schedule (8) any other qualifications, certifications or other technical or contractual information you deem appropriate to aid the Government in their assessment of this activity. Responses are due by 9AM MDT, August 30, 2004, and shall be electronically submitted via the DOE e-Center IIPS system at http://e-center.doe.gov. All questions regarding this announcement shall be submitted electronically via the DOE e-Center IIPS system. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued, nor will the government pay for the information solicited in this announcement. NNSA is a strong advocate for the small business community and interested small businesses/lead teams and joint ventures that qualify as small businesses are especially encouraged to submit a response to this notice. The NAICS code is 315211 with a size standard of 500 employees.
