Description
It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis University Corporation for Advanced Internet Development, Ann Arbor, Michigan for a continuation of existing services. The overall objective of this procurement is procure professional services over a 12-month period for performance measurement project to (1) develop and evaluate methods to measure the network performance of end to end applications and (2) collect performance data on both the local Lister Hill Center (LHC) Networks and select external sites by identifying measurements and constructing a statistically valid sampling scheme. The contractor will support NLM in the above areas and in the following statement of work. The contractor shall perform work in the following areas and develop methods and software to augment the web100 tool to: (1) detect and report a duplex mismatch condition on the path between a desktop computer and an NDT server, (2) detect and report the bottleneck link capacity (including wired and wireless links) on the path between a desktop computer and an NDT server, (3) detect and report incorrectly set TCP tuning parameters (buffer size, TCP window scaling, TCP timestamp, selective acknowledgments, etc) that impact E2E performance. The contractor shall also explore the feasibility of augmenting the web100 tool to: (1) identifying which IP hop (as viewed by the client ) suffers from an Ethernet duplex mismatch condition, (2) detect and report non-congestive loss and the reason for this loss, (3) The contractor shall also identify areas of further research that must be addressed to accomplish the goals of this project. Specifically, the contractor shall address the question of measuring the performance of NLM?s services and propose statistically valid measurements to measure the global performance of NLM?s services. Contractor?s interested in providing these services must have extensive experience with high bandwidth end-to-end Internet2 performance; substantial knowledge about end-to-end Internet performance monitoring and evaluation, including a wide range of methods, metrics, and applications; and established working relationships with the major U. S. research universities with regard to end-to-end performance. NLM staff reviewed the marketplace to determine that the University Corporation for Advanced Internet Development/ Internet2 is the leading collaborative organization with regard to U. S. research university high bandwidth Internet Networking and applications, has given a priority to Internet connectivity monitoring and evaluation (as manifested by its end-to-end Internet performance initiative), has broad knowledge of both end Internet application and performance evaluation methods and metrics, and has unique knowledge of high bandwidth end-to-end performance problems and solutions. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisition Procedures. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a capabilities statement in a timely manner that will be considered by the Government. Sources interested in responding to this notice must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
