Description
This notice constitutes the formal announcement given by the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA) of a decision in a streamlined competition conducted in accordance with OMB Circular A-76 dated May 29, 2003 for secretaries, office automation assistants, special/staff/program assistants. The formal 90 day competitive stage was initiated on May 12, 2004 and concluded on August 4, 2004. The performance decision reflected on the Streamlined Competition Form certified a More Efficient Organization, or agency provider, as providing these services at the lowest cost to the government and was declared the winning proposal. This study reviewed thirty (30) Full-Time Equivalents (FTEs): Twenty (20) GS-318 Secretaries, One (1) GS-322 Clerk Typist, Five (5) GS-326 Office Automation Assistants, and Four (4) GS-301/303 Special, Staff, and Program Assistants. The Fair Act Inventory Commercial Activities Inventory Function Codes for the services studied are H000 and H404. These services are currently performed at the DHHS, SAMHSA, located at 5600 Fishers Lane and Rockwall II Building Rockville, MD 20857 but by October 1, 2004 will exclusively be performed at 1 Choke Cherry Road, Rockville, Maryland. A cost comparison was done to determine the least costly and most efficient operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Activities for the services described above. To accomplish this, a Contract Cost Performance was compared with the Cost of a More Efficient Organization (MEO) by Government personnel for the above occupational series. The Competitive Sourcing Official (CSO) was Mr. James L. Stone, the Agency Tender Official (ATO) was Ms. Anna Marsh, the Performance Work Team Leader (PWTL) was Mr. Lee Wilson, the More Efficient Organization Team Leaders were Mr. Paul Brounstein and Mr. Thomas Edwards, the Contracting Officer (CO) was Ms. Michelle Ringo, Human Resource Advisor (HRA) was Ms. Carol Currey.
