Description
The Federal Highway Administration (FHWA) Office of Policy/Office of International Programs has a need for program support for its? International Technology Scanning Program, henceforth ?Scanning Program. The Scanning Program serves as a means for identifying, assessing, and importing foreign highway technologies and practices that can be cost-effectively adapted to U.S. federal, state, and local highway programs. This approach allows for advanced technology to be adapted and put into practice much more efficiently without spending scarce research funds to recreate advances already developed by other countries. The Scanning Program makes use of expert teams that travel abroad to see first hand foreign highway innovations and practices in action that could benefit the U.S. The phases of a typical international scan include pre-scan coordination and planning; assessment of foreign innovations and practices by U.S. transportation specialists; development of a scan report and other deliverables that describe and assess foreign innovations and practices; development of a scan implementation plan; implementation of scan findings in the U.S.; and tracking and documenting scan implementation and scan benefits. In addition to playing a significant role in all phases of an international scan, the contractor will also be responsible for making travel and accommodation arrangements for all scan team members. Scan teams are composed of members representing FHWA, individuals from the Departments of Transportation (DOTs) of the 50 States, local governments, transportation trade and research groups, the private sector, and academia. Each international technology scan focuses on a topic of high interest to the domestic transportation community. Topics are selected by FHWA through a careful screening process. Successful implementation in the U.S. of the world?s best practices is a key goal of this program. The Scanning Program has resulted in significant improvements and savings in road program technologies and practices throughout the U.S. Scan studies have also exposed transportation professionals to remarkable advancements and inspired implementation of hundreds of innovations. NO FURTHER SOLICITATION INFORMATION IS AVAILABLE AT THIS TIME. This solicitation, all related documents, and amendments, if any, will only be released and available electronically through the Electronic Posting System (EPS) at http://eps.arnet.gov under the ?EPS for Vendors? option followed by selection of the ?DOT? center. Accordingly, no written, telephone, facsimile or email requests for the solicitation package will be accepted. Interested parties can register at the aforementioned site for a free ?Acquisition Notification Service? to receive procurement announcements by email. Be sure to ?Register to receive all notices from selected organization?. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the EPS website for any solicitation amendments.
