Description

The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with the Jali Medical Inc. Wob, Maine to furnish and install two (2) Magstim Model 200 Magnetic Nerve Stimulators and a Bistim connecting module for the Edward Hines Jr. VA Hospital, Hines, IL. Equipment shall include an Air Cooled Package consisting of (1) 70 mm Double Air Cooled Coil. This procurement is being conducted in accordance FAR 6.302 - only one responsible source and no other supplies or services will satisfy agency requirements. NAICS 421450. Special features required by the Hospital shall include but are not limited to the following: 1) Stimulators that provide cortical nerve stimulation deep into the brain (i.e., starting at left pre-frontal dorso lateral and descending to brainstem-pons), with the output as Monophasic and intensity range of 10Hz to 25 Hz. Preferred Interpulse interval of 100 ms, parallel port for computer interface, and upgrade path which shall allow for joining/coupling the two units. 2) An accessory device that will be used to join the two magnetic stimulators which will allow VA to give two time interval magnetic pulses through a single stimulating coil. Equipment must have the capability to program both stimulators according to research specifications as follows: Output of monphasic, Max frequency at max power of .2 Hz, Maximum burst frequency of 1000 Hz, Minimum Inter-pulse interval of 1 ms, and Pyramid upgrade path. Power level of each magnetic stimulator must be controllable via this device allowing for a full range of combinations of intensities and specifically allowing for intensity range of 10 Hz to 25 Hz in multiple combinations. Equipment shall allow for future upgrades/changes in the research protocol. 3) Two figure of eight coils (i.e., also often referred to as double coil) with the dimensions as follows, 70 mm in diameter, allowing for use with an adult size head. Applications include cortical stimulation. Provider must have a variety of coil selections including the availability of a sham coil. All equipment must be portable in a wheeled laptop size bag. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements, may give written notification to the Contracting Officer within ten (10) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Jali Medical Inc.
