Description
Introduction. The Information Directorate of the Air Force Research Laboratory (AFRL) at the Rome Research Site is seeking firms to conduct applied research and development for innovative concepts and techniques to develop and field a Predictive Awareness & Network-Centric Analysis for Collaborative Intelligence Assessment (PANACIA) System of Capabilities. This solicitation is concerned with developing and fielding the PANACIA System for utilization within the Air Force Air Operations Center (AOC) and the Distributed Common Ground System (DCGS) through spiral development over a three-year period. The PANACIA program will employ and exploit existing technologies to provide early demonstrations and transitions to operational units. It will also enhance existing and maturing technologies and provide a roadmap of continued spiral development over a three year program. The maturation required to meet the PANACIA objectives involve information fusion, geo-registration, terrain characterization and human-system interface technologies. In addition to direct technology maturation, the PANACIA program will support other complementary activities including, integration, test and evaluation, modeling and simulation, data collection and management, and a distributed collaborative engineering environment. Finally, the PANACIA program will provide for accreditation, documentation, training, and transition of technology to established operational sites. The PANACIA program is sponsored by the Air Force Aerospace Command & Control and Intelligence, Surveillance, Reconnaissance Center (AFC2ISRC). PANACIA is envisioned as an integrated, operator-focused, multi-intelligence fusion system that can ingest data from multiple ISR sensors and intelligence sources to execute the Force-on-Force Kill Chain (Find, Fix, Track, Target, Engage, and Assess) and provide Situational Assessment tools that can be adapted to a variety of missions including at a minimum: (1) IADS monitoring & alerting; (2) SCUD monitoring & alerting; (3) CSAR monitoring & alerting; and (4) Terrorist monitoring & alerting. It is envisioned that four distinct spiral deliveries of PANACIA capabilities will be delivered and integrated into operational sites every 9 months. These sites will be identified at the Bidder's Briefing, scheduled for 27 August and posted (see Section IV). Technical Requirements. Data Integration: PANACIA shall be designed to ingest, process, fuse, reason on, and display the following types of information, as a minimum: Ground Moving Target Indicator (GMTI), Signals Intelligence (SIGINT), Imagery Intelligence (IMINT) including SAR, EO/IR and Video, Human Intelligence (HUMINT), and Measurement and Signatures Intelligence (MASINT) including UGS (acoustic, seismic and magnetic) and MSI/HSI. Projected data sources and access mechanisms will be discussed during the bidders brief. Functions: PANACIA should incorporate the following functions: text processing of HUMINT and IMINT messages; real-time tracking of SIGINT, GMTI, Video, and Unattended Ground Sensors (UGS); multi-INT (Intelligence) fusion from various intelligence sources; development and exploitation of a spatially and temporally consistent knowledge database(s); and data extraction & reasoning regarding friendly and adversary forces. Other External Interfaces: PANACIA shall also interface to other information systems such as: Automated Assistance with Intelligent Preparation of the Battlefield (A2IPB), Joint Targeting Toolbox (JTT), and ISR Collection Management (CMMA/PRISM/AIM). More information will be presented at the Bidder's Brief and posted on the website. Integration Environment: PANACIA will employ the AFRL-owned Web-Enabled Temporal Analysis System (WebTAS) as a transition medium into the AOC and DCGS. WebTAS is currently utilized in various Government agencies and has participated in various exercises, including JEFX 04. The system is a flexible suite of generic analytical tools that enable an operator to quickly fuse, visualize, and interpret disparate sources of information, while remaining domain-tailorable to the user. More PANACIA-WebTAS information can be found under the section on Integrator Responsibilities and will be presented at the Bidder's Brief and posted on the website. Integrator Responsibilities. The PANACIA System Integrator shall: provide a total system architecture; establish and manage the infrastructure, interfaces, algorithms and database(s); coordinate software development and integration of fusion modules; and integrate multiple-sources of sensor and intelligence reports into an architecture capable of meeting the PANACIA program requirements. Additional information will be presented at the Bidder's Brief and posted on the website. Associate Contract Agreements will be required to ensure adequate support during spiral, transition and exercise activities. The scope of WebTAS enhancements for the PANACIA Program will be presented at the Bidder's Brief and posted on the website. Performance Criteria: PANACIA system performance will include real-time and near-real-time system throughput, target location errors identification probability, and user-alerting to reduce targetable data uncertainty and other applicable performance measures. Specific metrics will be developed in cooperation with the government and other PANACIA-coordinated procurements. The interface must be user-definable to take into consideration the fact that current human analysts are experienced with specific information displayed in operator-designed views. The output of this system shall be improved locational accuracy and identification (ID) of various ground mobile targets; actionable information that supports, but is not limited to the following capabilities: (1) IADS monitoring & alerting; (2) SCUD monitoring & alerting; (3) CSAR monitoring & alerting; and (4) Terrorist monitoring & alerting. Program Schedule: The System Integrator shall provide a program schedule for each capability listed above, outlining the milestones (including content, capability, benefit to the Warfighter and risk) for software delivery, test and integration into the AFRL Fusion Facility and spiral transitions to a select set of operation sites (Details of the AFRL Fusion Facility and the selected sites will be presented at the Bidder's Briefing and posted on the PANACIA website). The program schedule should contain spiral developments and deliveries of PANACIA capabilities. The spirals shall be 9 month cycles and consist of software builds, training, and integration into the AFRL Fusion Facility for testing and analysis as well as an AOC and DCGS. This will require software to be in compliance with appropriate interface documentation such as Air Force DoDIIS Infrastructure (AFDI) compliance. The following web site can be accessed for additional information: http://extranet.if.afrl.af.mil/afdi/ Program Reviews, Transitions and Demonstrations: Program reviews will be conducted twice a year to track technical, financial and schedule performance and risk. These reviews are expected to be conducted in conjunction with other PANACIA-related efforts. An architectural design review shall be conducted approximately, one month after contract award. The PANACIA System Integrator shall be required to coordinate (needs to be defined) with other complementary PANACIA program efforts. The Integrator will also be expected to participate in periodic integration, transitions and demonstrations. The PANACIA program expects to demonstrate partial or entire system capability at major DoD exercises such as, JEFX. Offerors should anticipate supporting at least one DoD exercise. Additional information will be provided at the Bidder's Briefing and posted on the website. II. AWARD INFORMATION: Total funding for the PANACIA System Integrator portion of this BAA is approximately, $5M. It is anticipated that the initial funding profile for the PANACIA award will be approximately, $1.4M in FY05, $2.2M in FY06, and $1.4M in FY07. Awards of efforts as a result of this announcement will be in the form of contracts, grants, cooperative agreements, or other transactions depending upon the nature of the work proposed. Contractor teaming is highly encouraged to maximize the chances of integrating a full suite of components needed to achieve the planned PBA capabilities. Associate Contractor Agreements (ACAs) or Non-Disclosure Agreements (NDAs) will be required with related PANACIA technology developers, AFRL Fusion Laboratory in-house contractors and other AOC and DCGS/DGS contractors as required. III. ELIGIBILITY INFORMATION: 1. ELIGIBLE APPLICANTS: All potential applicants are eligible. All foreign allied participation at the prime contractor level is excluded. 2. COST SHARING OR MATCHING: Cost sharing is not a requirement. IV. APPLICATION AND SUBMISSION INFORMATION: 1. APPLICATION PACKAGE: THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. Bidder's Briefing: An unclassified briefing for all interested U.S. firms and personnel will be held on 27 August 2004, at The Beeches Conference Center, 7900 Turin Rd, Rome, NY 13441, from 0830 to 1700 hours. CONTENT AND FORM OF SUBMISSION: Offerors are required to submit an original (preferably on CD) plus 3 hardcopies of their proposal, which include separate Technical, Cost and Statement of Work volumes, to AFRL/IFEA, ATTN: Brian Romano, Ref BAA 04-08-IFKA, 525 Brooks Road, Rome, NY 13441-4505, no later than 4:00PM EST on 24 September 2004. Technical proposals are limited to a total page count of 75 pages and shall be double-spaced with 12-point Times New Roman font, using MS Word, and no fold-outs. If the offeror wishes to restrict its proposals, they must be marked with the restrictive language stated in FAR 15.609(a) and (b). Proposals shall be at the unclassified level, but may contain a Secret, Top Secret, and/or SAP Addendum if required. However, any addendum will be included in the proposal 75-page limit. In addition, respondents are requested to provide their Commercial and Government Entity (CAGE) number, a fax number, and an e-mail address with their submission. All responses to this announcement must be addressed to the technical POC, as discussed in paragraph five of this section. 3. SUBMISSION DATES AND TIMES: Proposals will not be accepted after 4pm Eastern time on 24 Sept 04. Submission of proposals will be regulated in accordance with FAR 15.208. 4. FUNDING RESTRICTIONS: The cost of preparing proposals in response to this announcement is not considered an allowable direct charge to any resulting contract or any other contract, but may be an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18. Incurring pre-award costs for ASSISTANCE INSTRUMENTS ONLY are regulated by the DoD Grant and Agreements Regulations (DODGARS). 5. Respondents are required to provide their Dun & Bradstreet (D&B) Data Universal Numbering System (DUNS) number with their submittal and reference BAA-04-08-IFKA. V. APPLICATION REVIEW INFORMATION: 1. CRITERIA: The following criteria, which are listed in equal order of importance, will be used to determine whether proposals submitted are consistent with the intent of this BAA and of interest to the Government: (1) Overall Scientific and Technical Merit -including the innovative approach for the development and/or enhancement of the proposed technology and its evaluation; (2) Related Experience - the extent to which the offeror demonstrates relevant technology and domain knowledge; (3) Openness/Maturity of Solution - the extent to which existing capabilities and standards are leveraged and the relative maturity of the proposed technology in terms of reliability and robustness; (4) Reasonableness and realism of proposed costs and fees (if any); and (5) Soundness of proposed technology transition approach. Also, consideration will be given to past and present performance on recent Government contracts, and the capacity and capability to achieve the objectives of this BAA. Individual proposal evaluations will be evaluated against the evaluation criteria without regard to other proposals submitted under this BAA. No further evaluation criteria will be used in selecting proposals. Cost sharing will not be considered in the evaluation. Options are discouraged and unpriced options will not be considered for award. 2. REVIEW AND SELECTION PROCESS: Only Government employees will review the proposals for selection. The Air Force Research Laboratory's Information Directorate has contracted for various business and staff support services, some of which require contractors to obtain administrative access to proprietary information submitted by other contractors. Administrative access is defined as "handling or having physical control over information for the sole purpose of accomplishing the administrative functions specified in the administrative support contract, which do not require the review, reading, or comprehension of the content of the information on the part of non-technical professionals assigned to accomplish the specified administrative tasks." These contractors have signed general non-disclosure agreements and organizational conflict of interest statements. The required administrative access will be granted to non-technical professionals. Examples of the administrative tasks performed include: (a) Assembling and organizing information for R&D case files; (b) Accessing library files for use by government personnel; and (c) Handling and administration of proposals, contracts, contract funding and queries. Any objection to administrative access must be in writing to the Contracting Officer and shall include a detailed statement of the basis for the objection. VI. AWARD ADMINISTRATION INFORMATION: 1. AWARD NOTICES: N/A 2. ADMINISTRATIVE AND NATIONAL POLICY REQUIREMENTS: Necessary Clearances: Award(s) for this BAA are expected 1Q FY05. The majority of the work to be performed will be at TOP SECRET; however, a portion of work may be performed at collateral SECRET. Work to be performed will require a TOP SECRET facility clearance and safeguarding capability. Key personnel identified for assignment to the PANACIA effort must have an active TOP SECRET clearance at the time of award and be cleared for access to SI/TK information within three (3) months after award. A principal investigator clause may be required on this effort. Data subject to export control constraints may be involved and only firms holding certification under the US/Canada Joint Certification Program (JCP) (www.dlis.dla.mil/jcp) are allowed access to such data. Government Furnished Information/Equipment (GFI/GFE): Government-provided information for the PANACIA contractor(s) (for use under this program) will be posted on the website. The necessary hardware required for the software integration into the AFRL Fusion Facility and targeted transition facilities will be provided as Base Support. However, the PANACIA contractors shall be required to provide hardware at their own facility for architecture development and integration during the contract period-of-performance. This hardware shall be compatible with the targeted facilities. No GFE will be provided to the PANACIA contractors for development use in their facility. The PANACIA offerors shall specify, and provide if awarded, any reference image or display background required for the geo-registration/time synchronization for the fusion of multiple intelligence data types. Other required GFI data shall be specified in the proposal for evaluation. 3. REPORTING: Once a proposal has been selected for award, offeror's will be required to submit their reporting requirement through one of AFRLs web-based, reporting systems known as JIFFY or TFIMS. Prior to award, the offeror will be notified which reporting system they are to use, and will be given complete instructions regarding its use. (To be discussed at Bidder's Briefing) VII.
