- The Government intends to issue a Sole Source Award under the authority of FAR 13.501 to Emergency Beacon Corporation, New Rochelle, NY 10801, for thirteen (13) Emergency Locator Transmitters (ELT??????s). The anticipated award date is 25 August 2004 . This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This solicitation services as the Request for Quotation. Provisions at FAR 52.212-1, Instructions to Offerors??????Commercial Items and FAR 52.212-4, Contract Terms and Conditions-Commercial It ems apply to this acquisition. Best Value to the Government will be used to evaluate offers. This includes, but is not limited to, the best price when considering the merits of all offers. Offers need to include a completed copy of the provisions at 52.212 -3, Offeror Representation and Certification-Commercial Items with their offer. Offers must also be registered in the Central Contractor Registration and should include their DUNS number, Cage Code and Federal Tax ID number. The clause at 52.212-5, Contrac t Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items, applies to this acquisition. Offers are due by 1300 on 24 August 2004. A determination by the Government not to compete this proposed Purchase Order based upon responses to this notice is solely within the discretion of the Government.
