- The U.S. Army Corps of Engineers, New York District is issuing this Sources Sough Notice to solicit for dredgers to participate in an operational test of an alternate fuel. The US Army Corps of Engineers is inviting dredgers with current dredging co ntracts with USACE in the New York-New Jersey-Long Island Non Attainment area to evaluate the AquaMix? emulsified diesel fuel in a dredge with at least 3000 horsepower for a one week trial period between October 01, 2004 and December 31, 2004. AquaMix(tm ) fuel is an emulsified diesel fuel. It is a blend of regular diesel fuel, water, a seasonal component if necessary, and a proprietary emulsification additive formulation. AquaMix(tm) fuel, utilizing PuriNOx(tm) technology has been verified from an emiss ions reduction perspective by the California Air Resources Board (CARB). The US EPA has also verified the emission reduction potential and certified the fuel for no health risks beyond those associated with conventional diesel fuel. Currently, Sunoco's Aq uaMix?, utilizing Lubrizol's PuriNOx additive chemistry is the only EPA approved NOX reducing fuel alternative. Sunoco, is the sole distributor for Lubrizol's technology in the Northeast region. The evaluation period is estimated to take up to16 days. Seven days of baseline operation on regular #2 marine diesel fuel, one day for fueling and preparation for the use of AquaMix(tm), 7 days of operation on AquaMix(tm), and a 4-6 hours of crew debrief ing per shift following the operational test period on the last day. The demonstration is set up to run for one week, during which the dredge operators retain the right to terminate the evaluation period after 3 days of operation with AquaMix(tm) if a problem occurs while using the AquaMix(tm) product and routine dredging o perations. The daily and weekly operational productivity, following the normal reporting procedure, will then be monitored for 7 days using AquaMix(tm) fuel. This productivity will be compared to the previously averaged operation using standard #2 marine diesel fuel. The dredging in both evaluations is to be conducted in similar media as defined by the US Army Corps of Engineers.Engines operating on AquaMix(tm) fuel must be run for at least 15 minutes every 14 days.The dredging company agrees to allow US ACE, Lubrizol, and Sunoco personnel, to observe and advise for the purposes of documenting the dredging performance of AquaMix(tm) versus regular #2 marine diesel. In addition, Lubrizol and Sunoco can advise on the handling of AquaMix(tm) fuel. The government reserves the right to make multiple awards under this solicitation. Awards will be made to the lowest responsive, responsible bidder. This is not a commitment on the part of the Government to award a contract. This synopsis neither constitutes a Request for Proposal or Invitation for Bid. This Sources Sought notification should not be construed as a commitment by the Government for any purpose.
