Description

FISC Norfolk - Detachment Philadelphia intends to acquire services required to simultaneously Sustain and Shutdown the current Supply Maintenance Aviation Reengineering Team (SMART) Enterprise Resource Planning (ERP) initiative. Sustainment tasks include but are not limited to the following: technical and process support to SMART end users; training support of Navy personnel requiring additional knowledge to support end user training; provide recommended solutions for SMART issues; provide application hosting services, technical infrastructure and program management support services needed to operate the SMART development lab; and, provide knowledge transfer of SMART to organic resources. Shutdown tasks include but are not limited to the following: return E2C and LM2500 items managed in SMART to legacy systems; repopulation of legacy programs with pertinent SMART data as appropriate; update all legacy history files with SMART history; provide attention to any necessary interfaces/conversions required for the cutover. Award of a Firm-Fixed Price contract is anticipated, commencing 01 Oct 04. It is anticipated that as Shutdown efforts ramp up, Sustainment efforts will ramp down. Shutdown shall be complete no later than 30 Sep 05; an earlier completion date is preferred. Hosting shall cease with the completion of the Shutdown effort. It is intended to negotiate this requirement on a sole source basis with Electronic Data Systems (EDS) of Herndon, VA. EDS, as the SMART integrator, is the only capable firm with the required experience necessary to provide these critical services. The statutory authority permitting other than full and open competition is 10 USC 2304 (c) (1), unique source. This notice of intent is not a request for competitive quotes. Interested parties may identify their interest and submit specific written technical data, including but not limited to resumes, management experience and other pertinent information, which will be used to determine the competence of firms other than EDS to successfully perform the required services. A determination not to compete this requirement based on responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received in response to this notice.
