Description
This public announcement is being issued as required by the Office of Management and Budget (OMB) Circular A-76 (Revised May 29, 2003). The Department of Housing and Urban Development (HUD) announces that it intends to conduct an A-76 Standard Competition to determine whether or not the work described in support of the HUD Non-Section 8 Multi-Family Housing Contract Administration will be performed by the Federal Government or by a private sector or other non-federal source. Due to the complexity of the activity, the projected end date is 18 months from posted date. Currently, an estimated 60-80 full time equivalents at locations throughout the United States are performing the activity. Our understanding is that there currently are no incumbent service providers performing the program monitoring functions anticipated to be covered by this competition. It should be noted that GAO and HUD’s Office of Inspector General have stated that this activity is not adequately being performed. The purpose of this study is to determine the most efficient and cost-effective means for providing the required services. This will be accomplished by conducting a cost comparison between the Government’s Most Efficient Organization and a non-federal source. Please note that a contract may or may not ultimately be awarded as a result of this competition. Further announcements concerning this effort will be forthcoming. The Competitive Sourcing Official (CSO) is De Ritchie, Deputy Chief Financial Officer, the Contracting Officer is Catherine Haddon, and the Agency Tender Official is J. Patrick Goray.
