- Description
- The National Institute of Standards and Technology (NIST) intends on entering into a sole source procurement with Sheffield Measurement, Inc. of Fond Du Lac, WI, under the authority of FAR Subsection 13.106-1(b). This procurement is necessary to upgrade two existing Sheffield RS-5 Coordinate Measuring Machines owned by NIST. The machine controller uses proprietary code to talk to the CMM. The software uses proprietary code to talk to the control. All of these must act together to ensure that the CMM functions to the manufacturer?s specification. PC-DMIS CAD is the only CMM software that allows the use of an untranslated Pro-E CAD model to produce part program code for this specific controller, thus ensuring data integrity. Sheffield Measurement, Inc., is the only known company that sells or distributes the necessary CMM upgrades that consist of an SMP400 control and PC-DMIS CAD software; it is the sole provider of this combined technology. Additionally, the software?s measurement algorithms are PTB certified. This purchase will include related items such as installation, training, licensing, service and support, CAD interface, and warranty. It is anticipated that a firm-fixed price purchase order will be awarded. No RFQ package is available. Any interested party may submit, in writing, a detailed capability statement to respond to this requirement. However, a determination by the Government to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for quotes. If no affirmative responses are received by August 26, 2004 by 10:00am local time, the Contracting Officer will proceed with the award to Sheffield Measurement, Inc.
