Description
This procurement is for the solicitation for Hydrant Fuel System, Langley Air Force Base, VA. Construct type III constant pressure hydrant fueling system. Includes a 2,400 GPM pump-house, control rooom modification of two bulk storage tanks, emerg ency generator, security fencing, fire detection, steel supply and return piping, 10 hydrant pits, isolation valve pits and demolition and disposal of one type I pump-house with tanks. Requirements for the technical Source Selection factors are as follows : (1) Construction Contractor Experience (2) Offerors Key Personnel Qualifications and Construction Experience (3) Offerors Subcontracting Qualifications and Construction Experience (4) Technical Past Performance (5) Small Business Information and (6) Subcontracting Plan (7) Price (will not be rated). Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate wit h any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for proposals is October 7, 2004. The magnitude of construction is estimated to be over $10,000,000.00. The project duration is 540 calendar days. THIS IS AN UNRESTRIC TED PROCUREMENT. NAICS CODE 234990 applies to this procurement. Criteria and submission requirements will be available on/about September 7, 2004 via http://www.nao.usace.army.mil/Ebs/AdvertisedSolicitations.asp. No hard copies will be available. Prosp ective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract.
