Description
The U.S. Army Corps of Engineers, Savannah District, requires a contract to provide Personnel and equipment required to gather and analyze cumulative impact assessment data at Fort Stewart and Hunter Army Air field (FS/HAAF), Georgia. No actual field studies endangered species surveys, cultural resources surveys, etc. will be required. The baseline data will be gathered from existing sources including reports, environmental documents and records, maps and interviews with key installation personnel environmental, master planning, training, etc. and other data sources at the installation. This baseline data gathering will concentrate on the resources/issues at FS/HAAF. The following resources/issues will have to be considered in preparation of any National Environmental Policy Act document including the assessment of cumulative impacts. These resources/issues include wetlands, endangered and threatened species of flora and fauna, other biological resources, cultural resources, recreation opportunities including public hunting and fishing, land use restrictions, developable land restrictio ns storm water runoff, drinking water, wastewater treatment both sanitary and industrial, noise impacts especially from live-fire operations as FS and aircraft operations at HAAF, water quality, air quality, infrastructure capacity, roads, and railroads, e tc., training range capacity, soil erosion especially in high impacts areas, i.e. ranges, maneuver areas, boundary encroachment and impacts to surrounding communities, traffic, school, etc. The contractor shall identify the most critical resources/issues at FS/HAAF based on the review of existing data, interviews with key installation personnel, interviews with involved Federal and State resource agencies, and interviews with officials of adjacent municipalities Hinesville, Pembroke, etc. This is a best va lue procurement. The following selection criteria will be used to evaluate the proposal: Past experience with similar work.; Approach to providing the requested information and resources/issue assessment; Qualifications and experience of staff who will work on the project and price. This solicitation will be issued in electronic format only and will be available on or about 01 September 2004, on the Internet at http://ebs.sas.usace.army.mil. Offer due date will be specified in the solicitation when i t is issued. This solicitation is 100% Set Aside for Small Business. All responsible small businesses may submit a bid, which if timely received, shall be considered. The standard Industrial Classification Code SIC is 8748 and the North American Industr y Classification Systems NAICS code is 541620 and the size is $6.0 million. Any contract resulting from this solicitation will be Firm-Fixed Price contract.
