- Notice of Intent: The Bureau of Reclamation (Reclamation) intends to award to DHI Inc. a requirement for hydraulic modeling, performed using the MIKE21 2-D computer modeling program which was developed by DHI. The specific objectives of the requirement are for the contractor to use the flood hydrographs developed for the three upland drainage basins for the 100-year, 15 percent of the PMF, and the full PMF flood events and hydraulically model how the resulting flood flows will affect the modified dam, spillways, fuseplug, trainer dike, and channel structures. Those hydraulic modeling results will then be used to configure those structures, and the flood flows will be routed through the flood-detention reservoir and out through the spillways. The reservoir may be enlarged by about 20 percent and the hydraulic modeling will be used to assess how well the enlarged reservoir would perform. The flooding outflows will then be hydraulically modeled to determine how the downstream area(s) will be affected by the flooding. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide a similar required service must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by FAX at (303) 445-6345, Attention: Gail Tinianow. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms need to identify themselves as either small business, or other than small business, in accordance with the size standard for NAICS Code 541512 which is $21 Million. This notice may represent the only official notice of such a solicitation.
