- Synopsis of ?Engineering Design Services Contract? The Architect-Engineering Services to be provided under this procurement consists of planning and architectural-engineering design services for facility modifications, repairs, construction, and maintenance at the George C. Marshall Space Flight Center (MSFC), Alabama. There are over 200 facilities located at the MSFC campus. The majority of the facilities are in direct support of MSFC?s complex space systems research and development programs and includes ultra-clean laboratories, engine test facilities, structural test facilities, vacuum chambers, wind tunnels, and office buildings. The selected firm will provide these services onsite at MSFC. The planning services include field investigation, and the preparation of sketches, drawings, analysis, and narratives for facility requirements definition to support space utilization/real property, master planning, and Construction of Facilities (CoF) activities. Space Utilization/real property support includes: (1) maintaining and updating the utilization floor plans, (2) providing office layout design support, (3) personnel relocation planning, and (4) updating and maintaining Facilities Functional Review website and related building photographs. Master planning support includes: (1) conduct miscellaneous studies of facilities, land use roadways, and other infrastructure in support of planning or CoF efforts, (2) updating and maintaining master planning documents such as maps, plans, analysis, graphics, etc., (3) updating and maintaining geographic information system data, (4) updating and maintaining the facilities data book, (5) providing historical survey and documentation support, and (6) providing support to update and maintain the Master Planning website. MSFC?s annual CoF program includes approximately $40M of building, structure, and utility system repairs, alterations, modifications, and construction. The annual CoF program historically consists of between four and eight projects each having a construction cost greater than $500K. Support to the CoF program includes: (1) developing project programming data and cost estimates for the annual CoF budget process and out-year program plans, and (2) developing and maintaining strategic plans and integrating all planned and ongoing facility project activities. The engineering design services include; but are not limited to, preparing architectural, civil, structural, environmental, electrical, mechanical, fire protection, utility control system, and multi-discipline project designs in support of local projects (construction less than $500K) at MSFC. Project designs include criteria development, construction drawings, calculations, specifications, and cost estimates. MSFC has a Building Automation System, commonly referred to as the Utility Control System, that monitors and controls equipment and systems in the majority of buildings. Design services for the addition/modification of UCS hardware due to addition or modification of HVAC or process equipment will be required Historically, there are approximately 200 local projects having construction costs between $2K and $50K and 15 projects having construction costs between $50K and $500K. In addition to project designs, the selected firm will manage the historical drawing files, assess and update above and below ground utility maps, make recommendations for digging permits and perform construction support, special studies and tasks, land surveys, geotechnical analysis, and as-built preparation (CoF and local projects) and configuration management. The Facilities Engineering Department incorporates facility sustainability in planning, design, construction and maintenance. New construction will be Leadership in Energy and Environmental Design (LEED) certified. The value of the Engineering Design Services contract has historically been funded at approximately $4.5M annually and has had an average staff of 45 employees. The approximate organizational breakdown has historically included a Site Manager, 3-Architects, 2-Civil Engineers, 2-Structural Engineers, 5-Mechanical Engineers, 5-Electrical Engineers, 10-Drafting/Designers, 2-Contol System Designers, 6-Estimators, 5-Planners, and 4-Administrative Supports Assistants. Only those firms having registered professionals in the disciplines of architectural, civil, electrical, and mechanical engineering need apply. Only proposals that include a management plan, including an organizational break down showing the capacity to perform the work as listed above will be considered. Proposals that include a ?Partnering? approach with multiple branch offices, firms, consultants, etc. must show the division of labor between the partners. Factors for selection will include: 1.) The organizational structure proposed to perform the work which should specifically address the organizational breakdown as noted above and the firms flexible staffing plan, 2.) The capacity to perform the work, 3.) The firms experience in sustainable design, and 4.) The firms specialized experience and demonstrated capabilities in the planning, design and cost estimating for repairs, alterations, modifications, and new construction for buildings, structures, and utility systems associated with industrial buildings and complex test facilities. This solicitation is limited to 8a firms located in the Small Buisness Administration (SBA), Southern Region IV. All firms that respond must submit a Standard Form 330, Architectural-Engineering Qualifications. Preliminary Screening Criteria for Selection of EDS Contractor at MSFC The following preliminary screening criteria will be used to select the firms that will be presented to the A-E Selections Board for consideration. In order for A-E firms to be considered, they must: 1. Be located in SBA, Southern Region IV. 2. Provide Standard Form 330. 3. Have registered licensed professionals in the disciplines of Civil, Mechanical, and Electrical Engineering as well as Architecture. 4. Include in the proposal a management plan and organizational break down that clearly shows the capacity to perform the work and any division of labor for proposals that include partnering agreements. The period of performance for this contract is one year with four one-year options. The anticipated start date is April 1, 2005. The anticipated dollar value for this contract is $22,500,000. A cost-plus fixed fee contract is anticipated for this procurement. There are no bonding requirements. Evaluation criteria and all other provisions of Numbered Note 24 shall apply to this notice except that (a)in the sentence beginning "Selection of firms for negotiations," the fourth additional consideration listed is changed to read:"(4)past experience, if any, of the firm with respect to performance on contracts with NASA, other Government agencies, and private industry;" and (b) in the last sentence "National Aeronautics and Space Administration is substitued for "Department of Defense". Also, Note 24 refers to Standard Forms 254's and 255's. For this response to this synopsis only Standard Forms 330's will be accepted.
