- Description
- The National Aeronautics and Space Administration (NASA), the Office of Space Science (OSS) and the Living With a Star (LWS) program have the stated mission to design, develop, integrate, launch and operate the Solar Dynamic Observatory (SDO). The SDO is the first mission of the space weather reseasrch network for the LWS Program. The primary objective of the mission is to study the Sun to understand solar variations that influence life on Earth. SDO is scheduled to launch in 2008 into a Geosynchronous orbit (GEO) with a mission life of five years. This request for information (RFI) is for the design, development, fabrication and delivery of the SDO Digital Sun Sensor (DSS). This request for information(RFI)is issued by the NASA/GSFC to post a draft Performance Specification and Statement of Work via the internet, and solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. Prospective offerors are invited to submit written comments or questions to: Darlene Dorsey, Darlene.E.Dorsey@nasa.gov, no later than 10 am, 04 September 2004. When responding reference RFI number NNG04081010L. Comments may be forwarded to Darlene Dorsey via electronic transmission or by facsimile transmission. This request for information is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. [OMBUDSMAN STATEMENT IS REQUIRED] An ombudsman has been appointed -- See NASA Specific Note "B". The RFI and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 It is the offeror's responsibility to monitor the Internet site for the release of any resulting solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of any resulting solicitation and amendments, if any. Any referenced notes may be viewed at the following URLs linked below. Interested offerors/vendors having the required specialized capabilities to meet or exceed the requirement should submit 2 hardcopies of your capability statement of 15 pages or less indicating the ability to perform all aspects of the effort described herein. One electronic copy is also required via e-mail to Darlene.E.Dorsey@nasa.gov. In addition, interested offerors/vendors may provide any relevant catalogs or other published product literature that may be generally available in hardcopy for or on-line. There is no page limit for this information. Interested offerors with solutions that do not meet all specifications are encouraged to respond and note exceptions. This is especially true of existing designs wherein if requirements are relieved, there are substantial savings. Responses must include the following: name and address of firm, size of business; average annual revenue for the past 3 years and number of employees; ownership; weather they are large, small, small disadvantaged, 8(a), HUBZone, Veteran, Service Disabled Veteran, and/or Woman Owned; number of years in business; list of customers covering the past five years (highlight relevant work performed).
