- This is combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. Solicitation number HC1047-04-T-4041 is hereby is-sued as a SOLE-SOURCE Request for Quotation (RFQ) to Avilar Technology to upgrade their proprietary system. Other proposals may be submitted and any received will evaluated. Proposals are due by 10:00 A.M. the morning of Wednesday 25 August 2004. The North American Industry Classification System (NAICS) code for this procurement is 541511. Business size standard is $21,000,000. This will be a firm fixed price commercial purchase order and will be awarded util-izing Simplified Acquisition Procedures under the guidance of FAR 13.5. The Government will award a commercial purchase order resulting from this solicitation on the basis of price and delivery. The upgrade must be completed and accepted by the government no later than 31 December 2004. Offerors shall provide information as stated in the representations and certification at provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items. DFARS 252.204-7004, Required Central Contractor Registration applies to this procurement. These provisions may be found at http://farsite.hill.af.mil. All responsible interested parties should provide a quote by email to the contracting officer at McClainN@ncr.disa.mil. No telephonic responses to this synopsis/RFQ will be accepted. ALL ITEMS MUST BE QUOTED, OR THE QUOTE WILL NOT BE CONSIDERED. Description of Work: The contractor shall deliver six major functionality requirements to accomplish the objectives of upgrading the existing DISA version of WebMentor Skills (HRD COMPASS) to fully meet DISA?s Career Management Plan (CMP) requirements: 1.0 Competency Management Consulting 1.1 The contractor will review all new Career Management Master Plans to ensure they meet system requirement to enable porting from their current format into HRD COMPASS in such a way as to preserve existing relevant data. 1.2 The contractor will ensure that all knowledge, skills, competencies, and abilities are formatted in such a way as to map to levels of accomplishment (entry, intermediate, advanced) and to learning and performance support resources so as to enable advancement of the individual from one level to the next. 1.3 The contractor will identify any information not properly struc-tured and work with MPS or the identified customer/stakeholder to ensure data is functional. 1.4 The contractor will identify any situations where in the contractor?s opinion, the Career Man-agement Master Plan for any group of DISA employees may not be adequate to achieve the de-sired goals. 1.5 The contractor will port all data into HRD COMPASS and test the actions for completeness, data integrity, system integrity, functionality and ease of use by the intended cus-tomer group. This will be accomplished by testing these areas with actual customers or surro-gates for the intended customer. 2.0 Competency Management consulting support developing reporting and system linkages meeting DISA requirements 2.1 Based on the integrated re-quirements of key customers to include Professional development programs such as ELDP, ELP, DIDA Mentoring, DISA Interns, DISA Acquisition Core, Home Teams, DISA Management, MPS, and Field organizations the contractor will develop the business rules and key reports to provide management information required to enable fact based decision making within DISA in support of the goals of the DISA Career management Program. 2.2 The contractor will work with DISA customers and stakeholders who maintain and manage the DISA system resources contain-ing the information required for reporting to ensure report structure and functionality is consis-tent with DISA system requirements. 2.3 The contractor will include the required reports in the system interface and functionality so they can be accessed and utilized by the customer(s) of the reports. 2.4 The contractor will ensure that all reports meet DISA security requirements. 3.0 In-terface customization to meet DISA requirements 3.1 The contractor will develop an en-hanced front-end interface for DISA that meets the requirements of ease of use and provides easy access to the functions added as a result of transformation requirements. 3.2 The contractor will enable the interface ?look and feel? to be carried out throughout the full application making each module consistent with requirements. 3.3 The contractor will eliminate functions no longer re-quired and adjust the rating scales of gap analysis as required. 3.4 The contractor will update the existing individual development plan (IDP) with the enhancements identified. 3.5 The contractor will enable the management review/approval of employee IDPs. 4.0 Setup and integration of software/hardware between WebMentor Skills and DISA 4.1 The contractor will test and tune the system based on the enhancements made and ensure full integration with host servers and remote administrator processes. 4.2 The contractor will support the testing of the system, STIG process, IAVA installation process as required with technical support. 4.3 As required, the contractor may be required to be on-site during the installation, testing, and other required ac-tions. It is understood that travel and expenses are not included in the quote by the contractor. 5.0 Installation of WebMentor skills 2005 overlay. 5.1 The contractor will install the overlay of WebMentor Skills 2005 (WMS2005) from which many of the customizations are linked. 5.2 The contractor will enable the elements of WMS2005 as required in support of the overall satis-faction of DISA?s requirements. 6.0 Training guide, user guide, and job aid development and delivery. 6.1 Based on the enhancements, updates, upgrades, and other customization, the contractor will develop training and administrative support materials and job aides to ensure em-ployees and administrators alike are fully competent to utilize HRD COMPASS as intended based on DISA?s requirements. 6.2 The contractor shall train administrators and support indi-viduals in the full use and maintenance of the WebMentor Skills system. 6.3 The contractor shall train DISA employees in a manner consistent with a ?Train-the-Trainer? so that key DISA em-ployees may train others in the full utilization of the HRD COMPASS system. 6.4 The contractor shall make available to DISA Camera ready materials to reproduce as required. 7.0 Period of Performance: The period of performance for this contract is 60 days from award, with final ac-ceptance no later than 31 December 2004. 8.0 Privacy and Security. 8.1 Privacy Act. If Pri-vacy Act information must be accessed, contractor personnel shall adhere to the Privacy Act, Ti-tle 5 of the U.S. Code, Section 552a, and applicable Department of Defense rules and regula-tions. 8.2 Disclosure of Sensitive Information. Information given to the contractor during the life of this contract shall only be used for the purpose of carrying out the provisions of this. Agency information marked ?For Official Use Only?, or bearing other sensitivity markings shall be handled in accordance with DISA information security program regulations and shall not be divulged or disclosed without DISA?s permission. Request for disclosure shall be addressed to the Government POC. The contractor shall sign the non-disclosure statement. 8.3 Contractor Access to DISA Buildings. Access to DISA buildings outside the contractor work area will be limited to absolutely essential to performing the work. Access to the DISA buildings and the contractor work area will be limited to normal DISA working hours. Access outside normal working hours will be permissible only if a DISA employee is responsible for access to the work area and building. 8.4 Government Property. The contractor shall be responsible for safe-guarding all Government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. 8.5 Contractor Personnel. All contractor personnel supporting this requirement shall be U.S. citizens. 9. Government Furnished Resources. 9.1 Facilities. Most of the work performed will be performed at the DISA Headquarters, Building 12, 701 S. Courthouse Road, Room 1460C, Arlington, VA 22204. Some work can be performed at contractor location. Contractor location and points of contact shall be made known to DISA before such work is conducted. 9.2 Supplies, Material and Ser-vices. The Government will provide a workstation to use for activities requiring access to DISA servers and data. In addition, the Government will provide reference material and documents relating to the project and such other information as may be required to successfully complete this task.*****
