Sincerely, Yvette Feurtado Contracting Officer SOLICITATION NUMBER: 514-04-019 ISSUANCE DATE: August 19, 2004 CLOSING DATE/TIME: September 3, 2004 AT 3:00 p.m POSITION TITLE: Democratic Governance Senior Advisor MARKET VALUE: Equivalent to GS-15 Range $87,439 - $113,674 PERIOD OF PERFORMANCE: Two years PLACE OF PERFORMANCE: USAID-BOGOTA, Colombia SECURITY ACCESS: SECRET LEVEL AREA OF CONSIDERATION: DEMOCRACY AND GOVERNANCE As a USAID employee the incumbent carries responsibility to understand and incorporate the Agency's five core values in all aspects of his/her work. These core values are: 1. Customer focus 2. Results orientation, 3. Empowerment and accountability, 4.Teamwork and participation, and 5. Valuing Diversity. BASIC FUNCTION OF POSITION: To assist USAID/Colombia and the Government of Colombia (GOC) as a very highly qualified and expert program analyst and manager in developing and implementing one of the largest and most sensitive Democratic Governance (DG) programs in the world. The incumbent will perform this function across the Mission?s DG (Strategic Objective 1 (SO1)) portfolio, with a particular focus on the justice, human rights and peace programs. MAJOR DUTIES AND RESPONSIBILITIES The USPSC Advisor will serve as the chief SO1 point-of-contact between Mission leadership and the particularly sensitive DG sectors of justice reform, peace initiatives, and human rights. The USPSC will serve as CTO for the justice reform programs. He/she will also provide the most senior Mission and Embassy leadership with highly qualified and at times sensitive policy and technical advice. Specifically, the incumbent will be responsible for: A. Policy Analysis and Development 25% Conduct analysis from the perspective of strategic USG interests of current and prospective justice, peace and human rights policies of the GOC, and in relationship to Colombia, other non-USG institutions such as the Inter-American Commission on Human Rights, and the International Criminal Court. Undertake regular strategic analysis of national, regional and local policies in Colombia and how they can be better integrated with and re-enforcing of USAID and broader USG Country-Team justice, peace, human rights, and other governance initiatives. Based on such analysis, develop and recommend appropriate USAID and Embassy policies, and advise Mission/Embassy leadership and selected GOC counterparts on policy implementation. B. External Relations 20% The incumbent shall be responsible for developing and maintaining an active dialogue on the development of key policy initiatives and institutional reforms with very senior governmental, donor, and private sector counterparts. The incumbent will also be responsible for developing and maintaining close and effective working relationships with senior officials in other USG agencies in the Embassy, such as the Department of Justice and Department of Defense, as well as non-USG institutions including but not limited to the World Bank, the Inter-American Development Bank (IDB), the Organization of American States (OAS), and bilateral aid agencies on matters involving justice reform, peace initiatives, human rights, and political and governance reform. C. Program Development, Implementation and Monitoring 45% The incumbent will offer strategic leadership on the development and implementation of USAID programs and other DG initiatives in a manner designed to promote their consistency with other justice, political and governance objectives of the GOC, USAID and Embassy. The incumbent will have overall responsibility for the development and implementation of Mission administration of justice, peace and human rights-related programs and assist in coordinating their planning and execution with senior GOC, donor, and relevant USG officials. D. Reporting and Other Monitoring Duties 10% Perform all other duties necessary for monitoring the achievement of selected results under SO1. Examples of such ?other duties? include: * Monitoring the justice sector reform process, including the development and implementation of an oral-based accusatory criminal justice system, and new sector reforms proposed by the administration of President Alvaro Uribe. * Monitoring implementation of the GOC's Democratic Security Policy and related GOC and USG programs as they pertain in particular to local governance, peace, citizen security, and related initiatives. * Monitoring the impact of other donor support strategy/programs on administration of justice, peace, human rights, political and governance reform efforts. * Reporting on an ad-hoc and regular basis the monitoring activities. QUALIFICATIONS a. Education: Master?s Graduate degree in law, political science, national security affairs or public administration. Post-graduate studies preferred. b. Work Experience: At least 15 years of successful work in research, policy-making and/or program implementation positions, preferably as a USAID Mission PSC or Chief of Party of a USAID DG contract or grant in the Democratic Governance sector. c. Knowledge, Skills and Abilities: Thorough knowledge of administration of justice, conflict resolution, human rights, political economy and/or governance theory and practice. Thorough understanding of U.S. foreign/national security policy implications for development assistance; USAID programming policies, regulations, reporting, procedures and documentation is highly desired. Specific knowledge of the justice sector, human rights and conflict mitigation and management. Knowledge of management information systems. In depth knowledge and understanding of the economic, political, social and cultural structure, and development prospects and priorities in Latin America, and if possible Colombia. The knowledge, skills and abilities of this position are equivalent to those expected of a FS-01 Democracy Officer. d. Language Proficiency: Level 3 in Spanish (reading/writing) and native facility in English is required. Level 4 Spanish is preferred. POSITION ELEMENTS: a. Supervision Received: The USPSC is under the general supervision of the Supervisory Democracy Officer, and must be able to perform his/her duties with little day-to-day supervision. The USPSC must have the sound judgment, knowledge and self-confidence to largely act independently, usually without prior direction from the Office Director. b. Supervision Exercised: The USPSC will formally supervise and evaluate the performance of two Office staff: the Justice Sector Program Manager, and the Office?s Program Assistant. As CTO of the Justice Sector activity, the USPSC will monitor and oversight a large contractor team. c. Available Guidelines: Basic administrative policy statements and precedents are provided. Guidelines are available for program design, development and implementation duties area in the form of the USAID ADS system. Formal guidelines are not available for the other duty areas. Guidance may be provided by the Office Director, but generally on an ad hoc basis. The USPSC must be able to perform in a consistently strong fashion in the absence of explicit guidelines or guidance. d. Exercise of Judgment: The USPSC is expected to consistently exercise very high quality judgment, particularly in the areas of policy development and external relations. For example, in assessing the political will of GOC counterparts. The individual must rely on their judgment in the absence of day-to-day supervision. e. Authority to Make Commitments: The USPSC is not authorized to make financial commitments on behalf of the U.S. Government. f. Job Complexity: The position involves in very high level of complexity due both to the nature of programs in the democratic governance sector, e.g., based on often qualitative measures of achievement, the political will of counterparts, multiple activities, and, the challenges inherent in the sector in Colombia. This complexity is particularly manifest in policy development, but also in program design, development and implementation. The work involves gathering information, identifying and analyzing issues to base the development of recommendations to resolve substantive problems. Success on the part of the USPSC in all these areas is often based on his/her understanding of the political and/or institutional interests of a multitude of stakeholders. g. Job Scope and Effect: The work involves development of long-range program plans, goals, objectives and milestones for various DG sector programs including justice, peace initiatives and human rights. The work also entails close coordination and recommendations on definition of responsibilities which cut across or influence other agencies, such as Department of Justice and Department of Defense. The USPSC serves as project officer responsible for the evaluation of the effectiveness and efficiency of three (3) major program areas: justice; peace initiatives; and, human rights. The purpose of the position is to serve as leader of programs which are of significant interest to USAID/Colombia, the U.S. Government, and the Government of Colombia. h. Nature, Level, and Purpose of Contacts: Contacts required by the position include: (1) senior USAID officials, including the Mission Director and his Deputy, other Office Directors, and personnel in Washington; (2) senior Embassy officials, including the Deputy Chief-of-Mission, Chief of the Political/Economic Section, officials in the Narcotics Affairs Section (NAS) and, representatives of the Department of Justice and the Department of Defense; (3) high-level officials in the Governmental of Colombia such as the Vice-President, Ministers, Vice-Minister of Justice, the High Commissioner for Peace, the Human Rights Ombudsman, and the Colombian Congress; (4) senior representatives of non-governmental organizations; (5) officials from other international donor institutions, and, (6) representatives of the DG Office?s implementing partners. In the case of the last group, the purpose of the contacts will be to provide program direction and guidance, while contacts with other donors will be to explain USAID?s DG programs and gain support and collaboration. In terms of the other groups, the purpose of the contacts will generally to be provide expert analysis and policy advice. In all cases, the USPSC will be expected to initiate and sustain contacts with little oversight from his or her supervisor. i. Time Required to Perform Full Range of Duties after Entry: The incumbent must be able to perform the full range of duties immediately upon hiring.
