- This is a synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice Solicitation number USSS040046 is issued as a Request for Proposals (RFP) through Federal Acquisition Circular 01-09. This action is a 100% small business set-aside. The NAICS code is 481211, and the small business size standard is 1,500. This solicitation will be issued using commercial practices in accordance with FAR Part 12. The offeror will arrange for travel charter air services to various locations within the United States and International flights. The initial period of performance will begin from date of award through September 30, 2004 with two one year options. The offeror must be able to meet the following requirements as outlined. The complete scope of work and specifications will be outlined in the solicitation. (1) Arrange for domestic and international charter air services. Minimum trips required may zero, to as many as four planes per year. The aircraft will need to be a commercial aircraft size to accommodate 50 to 200 people per flight. However, on rare occasions the Service may request travel on aircraft large enough to accommodate one to ten people, (2) The offeror must have experience with Andrews Air Force Base and the Pentagon in securing air permits and landing rights for arrival and departures from Andrews Air Force Base. (3) The offeror must have experience with the Transportation Security Administration in securing waivers for the chartered aircraft to violate Flight Restriction Airspace Zones in Washington, DC and any other flight restricted zones throughout the United States. (4) The contractor will also be required to contact and arrange travel arrangements with the White House Travel Office in coordinating charter aircraft services between the White House and the U.S. Secret Service. (5) The offeror must be capable of responding to requests for charter air services during the hours of 9:00 a.m. until 5:00 p.m. on normal working days, and be able to accommodate air services after 5:00 p.m. on weekdays, weekends and holidays. (6) The offeror must be capable of responding to a request for price estimates concerning charter air travel services within a reasonable time, 24-48 hours of a request received during normal working hours. (7) U.S. Citizenship is required and the U.S. Secret Service will perform security background clearances on the successful offeror. Following proposal evaluations, the government expects that the resultant contract will be a Firm-fixed Price, Indefinite Delivery-Indefinite Quantity award for a base period with two one year options. The following factors will be applied to determine the best value to the Government. The combined technical criteria may be considered more important than the price criteria. 2. PRICE PROPOSAL: A. Pricing - Task Examples (Attachment A): The offeror shall provide pricing and trip itineraries for comparison purposes. The pricing should include all price elements associated with operation of the chartered aircraft as well as the contractor?s service fee but not limited to insurance, taxes, fuel, subcontracting, maintenance, labor and profit. All costs should be itemized. The solicitation and all related documents shall be available via Federal Business Opportunity website. Telephone calls requesting proposals and copies of FAR Provisions and/or Clauses will not be accepted. Failure to provide requested information within the proposal will be considered non-responsive. The proposal submitted must contain the following: 1) Technical section shall include all elements listed above and detailed plan of action for required services; 2) demonstrated ability to perform this requirement; 3) a list of three references of completed projects of similar difficulty; 4) provide resumes of key personnel. 5) Completed and signed copy of the FAR 52.212-3, Representations and Certifications.
