- RFQ-CAZ-04-119, FLOW INJECTION ANALYZER (FIA) WITH ION CHROMATOGRAPHY (IC) MODULE (Resolicitation). Potential contractors please note the new requirement at (ix) that the successful offeror must be registered in the CENTRAL CONTRACTOR REGISTRATION (CCR) to be awarded a government contract. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; offers are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. (ii) This solicitation is issued as a request for quotation (RFQ) and one award will be made on a fixed price basis to the offer that is the best value to the government. The government?s estimated price range for this purchase is $25,000 to $100,000. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 24 July 19, 2004. (iv) Based on a determination of the Head of Contracting Activity it is in the best interest of the government that THIS SOLICITATION IS FOR FULL AND OPEN COMPETITION WITH NO SET ASIDES. The NAICS Code is 334513, Water quality monitoring and control systems manufacturing. (v) BID ITEM ONE (1): Quantity one (1) each of a FLOW INJECTION ANALYZER (FIA) WITH ION CHROMATOGRAPHY (IC) MODULE for analysis of alkalinity, ammonia, nitrate, and chloride in water samples, ammonia and nitrate in 2 M KCI soil extracts, and phosphorus in Bray 1 and Olsen soil extracts. The FIA/IC system needs to also include an ion chromatography module for analysis of nitrate, phosphate, fluoride, chloride, and sulfate in water samples. The FIA/IC system needs to have in-line sample digestion to determine total nitrogen and total phosphorus in water samples. The FIA/IC system software must be installed on an agency supplied computer system. Complete delivery and installation at the DELIVERY LOCATION identified must be included in the price offer. Training on proper use of the analyzer must be included in the price offer. A detailed and fully itemized price offer/quotation is requested. Delivery charges must be included in the offered price. (vii) The provision at 52.212-2, Evaluation ? Commercial Items is applicable to this acquisition. Additionally the following evaluation criteria will be considered during the contract award process: price, technical/product offering, ability to meet the required delivery date, and only offerors who are registered in CCR can be awarded a government contract. (xi) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
