Description

The USDA Natural Resources Conservation Service has numerous conservation easements under various programs, i.e. Wetlands Reserve Program, Emergency Watershed Protection, etc., of the current Farm Bill. It has been requested that all, current and new, conservation easements be entered into the national digital geospatial data layer. The South Dakota office has a requirement for digitizing all easement boundaries which must then be forwarded to the National Cartographic and Geospatial Center or NCGC. This is a call for sources with the capability to fulfill the following OBJECTIVE: The South Dakota State Office must have conservation easement boundaries digitally captured within 10 meters of actual position on the ground at a 95% confidence level. Hard copy legally-surveyed plat maps will be made available to use as a base. Interested parties must submit a Plan of Work or Specifications that outlines the methodology, the technique, and/or process by which the objective will be met. Competitive Plans of Work or Specifications will be evaluated based on effectiveness of proposed process, technical capability to meet the government requirement, price, and personnel qualifications. This constitutes the only solicitation for the requirement. Interested parties must register in the Interested Vendors List. Initial proposed Plan of Work or Specifications must be submitted by August 27, 2004. Although this procurement is not restricted to any business size, small businesses meeting the requirement will be given preference over large businesses accordingly.
