- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24.****** The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested Offerors may provide a quote. The government intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider; FedBid, Inc. FedBid has developed an on-line, anonymous, browser based application to conduct the reverse auction. Participants will submit a series of quotes, which descend in price during the specified period of time. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.Fed.com Exchange should proceed to www.FedBid.com to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID or via email at ClientServices@FedBid.com. The solicitation pricing on www.FedBid.com will start on or about the date this solicitation is posted and will end at 10:00 a.m. Eastern Time on August 27, 2004. ***All interested offerors shall provide a quote for the following: Line Item 0001: Quantity Two (2) sub-femptoamp source meters which shall meet the following required equipment specifications: (1) Measure current, voltage, and resistance; (2) Act as current or voltage source; (3) Voltage range 0-200 V w/ 1 microvolt resolution; (4) Current range 0-100 mA with 10 aA resolution; (5) Resistance measurement 0-20 TOhm with 1 micro-ohm resolution; (6) Noise requirement: 0.4 fA peak-topeak (or less); (7) > 1016 Ohm input resistance on voltage measurements; (8) 2000 source/measure readings per second; (9) Supplied with GPIB cable; and (10) Programmable digital I/O interface with software to operate the meter and able to integrate several source meters. Line Item 0002: Quantity One (1) high voltage source meter which shall meet the following required equipment specifications: (1) Measure current, voltage, and resistance; (2) Must act as current or voltage source; (3) Voltage range 0-1000 V w/ 5 microvolt resolution; (4) Current range 0-1 A with 50 pA resolution; (5) Resistance measurement 0-200 MOhm with 10 micro-ohm resolution and (6) Supplied with 3 GPIB cables. Line Item 0003: Quantity One (1) Software package to program, control, and integrate the provided source meters. Line Item 0004: Quantity One (1) set of Operation manuals for each source meter. ***The Contractor shall state the commercial warranty coverage provided for the source meters. *******Delivery shall be provided no later than four (4) weeks after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001.******Award shall be made to the lowest priced, technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor ?Meeting the Requirement? and 2) Price. Evaluation of Technical Capability will be based on the information provided in the quotation.
