Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ-4067. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 dated 06/18/04. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500 employees. The Rocky Mountain Laboratories, Laboratory of Intracellular Parasites requires a microplate reader capable of performing absorbance, fluorescence intensity and time resolved fluorescence with the following specifications: tunable monochromator based wavelength selection with a range of 230-850 nm for fluorescence or 230-1000 nm for absorbance; readouts of 96 well plates in no more than 1 minute; able to vary bandwidth for wavelength selection in 2.5-12nm range; able to record full range absorbance, excitation and emission spectra; able to read from top or bottom of plates; shall have a mode for well scanning; autofocus capable of compensating for different liquid levels in wells or variations in plate height; must accept microplates in 6 to 384 well formats for all modes; cuvette adaptor; full robotic compatibility; temperature regulation from ambient ? 40 degrees Celsius; linear and orbital shaking with variable speeds; extended dynamic range and gain adjustment; high sensitivity (approx 5pmoles Fluorescein/well); Software package for instrument control and data analysis must be MS Excel compatible; installation and initial training for laboratory personnel also required. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications-Commercial Items. Award will be based on: The capability to meet the above stated salient characteristics, delivery, and price. Offers may be mailed or faxed to the POC indicated above (Fax - 406-363-9489). Offers must be submitted not later than 4:30 PM (MDST) 09/07/04. Copies of the above-referenced clauses are available upon request, either by telephone or fax. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
