- The Department of Housing and Urban Development (HUD) is issuing a combined synopsis/solicitation to obtain the services of qualified contractor to provide reviews, negotiation, and recommendations of indirect cost rates that will be issued by HUD where HUD is the cognizant agency. The contractor shall also provide technical assistance and grants related training to HUD personnel and grantees. The synopsis/solicitation is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. Supplemental Solicitation Documents, applicable provisions and clauses may be downloaded from the HUD web site at: http://www.hud.gov/offices/cpo/contract/opcaj008.cfm. The solicitation number is R-2004-AJT-00008. This solicitation is issued as a Request for Proposal (RFP). The vendor shall provide all services and products necessary to accomplish the objectives. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24, effective June 18, 2004. The Statement of Work outlines the service to be performed. HUD is contemplating to award a firm-fixed price contract for the above-mentioned requirements and services with one base year and four (4) one year option. The NAICS Code is 541211; this is a Total Set Aside Small Business Concerns, Full and Open Competition. HUD shall utilize best value when selecting awardees. Best value allows HUD to consider an award to an offeror who is other than the lowest priced or other than the highest technically rated. Each offeror must submit a technical and cost proposal, and complete the Representations and Certifications contained in 52.212-3 or downloaded from web site www.arnet.gov/far. Additionally, each offeror must complete the Price Schedule contained. The Offeror shall prepare its proposal in accordance with Instructions to Offerors. The technical and cost proposals will be rated against evaluation factors. All questions are due by Wednesday, 10am EST August 25, 2004. The Government anticipates answering questions and postings relevant concerns by Friday, August 27, 2004. Proposals will be due on Wednesday, September 1, 2004 by 10:00 am Eastern Standard Time.
