- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation SAQMPD-04-D-0096 is issued as a request for proposal (RFP). The following provisions and clauses are incorporated into this RFP by reference and are in effect through Federal Acquisition Circular 2001-18, dated 12/11/2003. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (i) through (vi) of this paragraph in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause- (i) 52.219-8, Utilization of Small Business Concerns (May 2004) (15 U.S.C. 637(d)(2) and (3)), in all subcontracts that offer further subcontracting opportunities. If the subcontract (except subcontracts to small business concerns) exceeds $500,000 ($1,000,000 for construction of any public facility), the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities. (2) While not required, the contractor may include in its subcontracts for commercial items a minimal number of additional clauses necessary to satisfy its contractual obligations. 52.216-18 Ordering. (Oct 1995) (a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from the date of award through the end of the second option year (specific dates will be filled in prior to award). (b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control. (c) If mailed, a delivery order or task order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule. 52.216-19 Order Limitations. (Oct 1995) (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than eight the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. (b) Maximum order. The Contractor is not obligated to honor- (1) Any order for a single item in excess of 500; (2) Any order for a combination of items in excess of 500 or (3) A series of orders from the same ordering office within two days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section. (c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section. (d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within _____ days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source. 52.216-22 Indefinite Quantity. (Oct 1995) (a) This is an indefinite-quantity contract for the supplies or services as specified in this IDIQ, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract. (b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum." (c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations. (d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after TBD. 52.217-8 Option to Extend Services. (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 45 calendar days. 52.217-9 Option to Extend the Term of the Contract. (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 month/3 years. 52.216-27 Single or Multiple Awards. Single or Multiple Awards (Oct 1995) The Government may elect to award a single delivery order contract or task order contract or to award multiple delivery order contracts or task order contracts for the same or similar supplies or services to two or more sources under this solicitation. No additional FAR clauses apply. This requirement is not a small business set-aside. The NAICS code for this requirement is 811213. In accordance with FAR 52.212-2, Evaluation, Commercial Items, the Government will award an indefinite delivery indefinite quantity (IDIQ) contract to multiple vendors resulting from this solicitation to the responsible offerors whose offer is conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The period of performance for this IDIQ will be for a base year and two option years. PROVIDE PRICING FOR ALL three contract years. The following factors will be used to evaluate offers; (I) technical capability in meeting the Government requirement; (II) past performance (must submit three relevant past performance references, including contract numbers, points of contact/phone numbers) and (III) price. STATEMENT OF WORK TASK OBJECTIVE: IRM is responsible for all communication services for the Department of State domestically and overseas. The purpose of this requirement is to obtain the services of a qualified vendor(s) for domestic installation and removal service of Motorola mobile radios and Whelen emergency light system (to include supporting ancillary equipment) in non-armored vehicles and armored vehicles. In addition, IRM has an urgent requirement for the services of a qualified Motorola HF and VHF mobile radio installation contractor to provide HF and VHF mobile radio installation services in U.S. Department of State armored vehicles. Radios will be provided by the U.S. Government, miscellaneous installation materials and expected tools of the trade will be provided by the contractor, e.g. cabling. Additionally, if the radio installation is completed at the contractors site, the contractor will need to pick-up and deliver the vehicles via a USA licensed driver, 18 years or older, with proven experience driving fully armored vehicles or via appropriate truck or trailer. Insurance will be the responsibility of the contractor. DESCRIPTION OF WORK: The contractor shall install a minimum of 8-500 HF radio systems, 8-500 VHF radio systems, 8-500 UHF radio systems in non-armored vehicle units and armored vehicle units at a designated government facility or, as necessary, at the contractor(s) site. The contractor shall perform radio system installations, installation of accessories, installation of emergency light equipment, and removal of radios/equipment, which will include, unpacking component inventory, installation, system testing, operational testing and documentation by site, test and acceptance report development/completion and clean-up/removal of the installation and or removal refuse. As an example, Mobile systems are comprised of Motorola/MOBAT MICOM 2TS transceivers inter-connected through the MICOM F2265 Automatic Antenna Tuner to the coupler on the SGC (SG-303) whip antenna. A government subject matter expert will provide briefings to the radio installers to give guidance on the installation practices found most efficient for the armor and non-armor installation. SECURITY REQUIREMENTS: No security clearance is required. Identification/Building Pass: The contractor will be provided a temporary building pass and escort by designated Department of State employees. All contractor employees shall wear the passes in plain sight at all times while in Department of State buildings. PLACE OF PERFORMANCE: The Contractor will perform all activities under this task order at an U.S. Government site (Virginia, New York, New Jersey), contractor site, or as specified by the government Task Manager. The principal place of performance will be at the government site. Contractor personnel may also be required to travel to other CONUS sites on short notice as requested and directed by the U.S. Government Task Manager. The Contractor understands that travel reimbursements will be in accordance with Government Travel Regulations including but not limited to airfare, lodging per diem, taxi, parking, and mileage reimbursements. TIME OF PERFORMANCE: The base period of performance for this IDIQ contract shall commence on the date of issuance for twelve months, with two option years. Normal work hours will be 7:00 a.m. through 4:00 p.m. The workweek will normally be 5 days, Monday through Friday, minus any Federal holidays; however, shift and weekend work may be required. In most cases a 24-48 hour notice will be provided for installation. In rare, more urgent times, notice will be less than 24 hours. ACCEPTANCE CRITERIA: Work performed will be evaluated for quality, timeliness, and professionalism each day. If unacceptable, performance feedback will be provided. GOVERNMENT FURNISHED PROPERTY: The Department of State will make available to the contractor the HF, VHF and UHF mobile radios and ancillary equipment. STANDARDS: The Contractor shall insure all work is completed in accordance with U.S. Government and DoS standards, policy, procedures and guidelines as provided. Pricing is sought for the installation of Motorola mobile radios, equipment and accessories for the base year and 2 (two) optional years. MUST SEE ATTACHED EXCEL SPREADSHEET FOR PRICING FORMAT. COST PROPOSAL MUST BE SUBMITTED IN PRICING FORMAT AS SHOW IN ATTACHED EXCEL SPREADSHEET. The following is a short description of the type of pricing required for the installation services. CLIN 0001: Astro spectra mobile (radio) with DES/XL, siren and horn ring CLIN 0002: Syntor X9000 mobile (radio) with DES/XL, siren and horn ring CLIN 0003: Syntor 9000 mobile (radio) with DES/XL, siren and horn ring without DES; CLIN 0004: Spectra mobile (radio) with DES/XL, siren and horn ring; CLIN 0005: Emergency light equipment could include the following items: (1) Light bar with quick disconnect; (2) Front grill lights (strobe); (3) Under the hood plugs with wiring; (4) Aux fuse block under hood; (5) Wig-wag system ((flashing head and tail lights)); (6) Wild card to control all lights; (7) Rotating and tilting brackets for mounting all controls; (8) Heads including microphone and phone mount; and (9) complete dressing of all wiring to ensure no interference in passenger and driver compartment or under the hood for fire safety. CLIN 0006: Installation of Motorola mobile radio installation service of HF, VHF and UHF mobile radios in heavy armored vehicles and non-armored vehicles. CLIN 0007: Installation of one HF and one VHF Motorola mobile radio in armored vehicles and non-armored vehicles. THIS CLIN PROVIDES FOR THE INSTALLATION OF ONE HF AND ONE VHF RADIO PER ARMORED AND NON-ARMORED VEHICLES ONLY. CLIN 0007: Travel expenses (TBD) reimbursed in accordance with travel regulations. VENDORS MAY VIEW THE VEHICLES CURRENTLY AVAILABLE PRIOR TO SUBMISSION OF PRICING BUT MUST BE ARRANGED IN ADVANCED BY CONTACTING THE CONTRACT SPECIALIST FOR INFORMATION. THE DUE DATE FOR PROPOSALS IS AUGUST 27, 2004 AT 11:00 A.M.
