Description
SCREENING INFORMATION REQUEST (SIR) DTFAAC-04-R-01801 AVN Multi-Aircraft Pilot Qualification Training {BAe-125-800, LR-60, BE-300, CL-601-3R1, & CL-604} The Department of Transportation (DOT), Federal Aviation Administration (FAA), Aviation System Standards (AVN), Aviation Training Team (AVN-200),located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK, has a requirement entailing the combination of five (5) different aircraft types for training under one (1) or more contract(s). The contractor(s) are required to provide initial and recurrent ground school and simulator training for the FAA AVN pilots in the aircraft types identified below and in accordance with: Title 14 Code of Federal Regulations (CFR) Part 135 and 142. This requirement will include individual specific curriculums matching each individual aircraft type. It is the intent of the FAA to award multiple contracts from this solicitation. Sub-contracting and/or teaming arrangements are encouraged. The aircraft types include BAe-125-800 (29 quota); Learjet 60 (32 quota); Beechcraft 300 (74 quota); Canadair CL-601-3R1 (20 quota); and Canadair CL-604 (8 quota) for Initial, Recurrent, and Supplementary Pilot Qualification Training. DOT/FAA anticipates award of an Indefinite Delivery/Requirements contract with firm-fixed-pricing consisting of a base year and 4 renewable 1-year options including Estimated Annual Requirement (EAR). Subject contract is anticipated to become effective in June 2005 through September 30, 2005 for the Base year; and each of the four (4) one-year option periods will run consecutively from October 1 through September 30 annually until concluded. The FAA will train annually approximately 120 FAA AVN pilots with Supplementary Training on an as needed basis. The National American Industrial Classification (NAIC) code is 611512. All questions or comments shall be submitted in writing. All bids are due by 3:00 pm CST on September 30, 2004. Written submissions must be received (not just postmarked) by the due date. Responses submitted via e-mail shall be in either Adobe. PDF format or Microsoft Word 2000 (or earlier) format with file sizes not exceeding 1MB. All interested sources should first attempt to download the Screening Information Request (SIR), Request for Offer (RFO) from the Internet. If downloading is not possible, all requests for a copy of the SIR should be submitted in writing either via facsimile (405-954-3030) or via my E-Mail address. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
