Description
NA The U.S. Department of Transportation, Research and Special Programs Administration, Volpe National Transportation System Center (Volpe Center), intends to negotiate on a sole source basis under the statutory authority of 41 U.S.C. 253(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. with a small business, Norris Electro Optical Systems Corporation (Norris), located in Ellicott City, Maryland. The Volpe Center, in support of the Federal Aviation Administration?s Runway Incursion Reduction Program (RIRP) intends to evaluate the FogEye Sensor Technology, which has been developed by Norris and for which Norris holds a patent. FogEye will be provided and installed by Norris. The Government intends to test the FogEye capabilities in the fol lowing areas: FogEye UV technology interface and evaluation with existing airport sensors such as Flashing Precision Approach Path Indicator (PAPI), Ground Marker Beacon, Addressable Message Boards, and/or another RIRP Output Sensor under development. FogEye UV technology will be evaluated as an autonomous Runway Incursion prevention Sensor (ARIPS) System and as a low visibility landing aid at a commercial airport. Market research indicates that only Norris has the capability for the endeavor that the Government anticipates as a result of their patent. The period of performance is estimated to be thirty-six (36)months from the date of contract award. The North American Industry Classification System (NAICS) Code for this acquisition is 541990 and the small business size standard is $6 .0 million. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms have 15 calendar days from the date of pu blication of this synopsis to submit in writing to the above named point of contact, clear and convincing documentation of their companies capability to provide required services. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 calendar days or without the required documentation will be considered non-responsive and shall not be considered. The Government shall not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requiremen t on a full and open competitive basis, based upon responses received to this synopsis, is solely within the discretion of the Government. Telephone calls in place of required documentation is not acceptable.
