Description

This announcement provides a notice of intent to procure a bundled contract. Any interested party may submit written comments to the Indianapolis VA Medical Center (VAMC), during a 15-day public comment period that ends on September 4, 2004. The Indianapolis VAMC is seeking sources to provide Durable Medical Equipment (DME) services for the VAMCs located in Indiana (Indianapolis, Marion, and Ft. Wayne), plus Danville, Illinois. All individual requirements for DME services would be generated by one of these VAMCs. NAICS code 621610 and a small business size standard of $11.5 million applies. DME services cover the delivery of government-owned DME to veteran?s residences in any county located within Indiana, Illinois, or western Ohio. Service Area One covers the Indianapolis VAMC. Both the Marion and Ft. Wayne campuses of the VA Northern Indiana Health Care System are combined under Service Area Two. Service Area Three covers the VA Illiana Health Care System at Danville, IL. Each service area will include various delivery zones involving multiple counties. The Government may make multiple awards. DME services include delivery, installation, pick-up, contractor-owned or leased storage facility, cleaning, repair, and maintenance. This acquisition does NOT involve the purchase of any DME items from vendors. These VAMCs must meet or exceed Joint Commission on Accreditation of Healthcare Organizations (JCAHO) standards. All hospital-based home care programs must meet or exceed JCAHO Home Care Standards. All contractors must provide all DME services in accordance with the standards established by the JCAHO. Contractors do NOT have to be JCAHO accredited, but they must simply follow, and meet or exceed the JCAHO standards. All subcontractors will be subject to the same requirements as the prime contractor. The solicitation will be posted to the VA Business Opportunities System (BOS) website on or about October 8, 2004, and proposals will be due approximately 30 days thereafter. Small business concerns are encouraged to submit a written expression of their interest in this procurement. The solicitation will be issued as a 100% small business set-aside in accordance with FAR 19.502-2, Total Small Business Set-Asides, if there is a reasonable expectation that offers will be obtained from at least two responsible small business concerns, and that award will be made at fair market prices. Otherwise, the solicitation may be issued as a Cascade Small Business Set-Aside, where ALL OFFERORS, regardless of business size, will be encouraged to submit an offer. If the contracting officer receives no acceptable offers from responsible small business concerns, under the Cascade set-aside procedure the set-aside will be withdrawn, and award will be made on the basis of full and open competition from among ALL responsible business (small and large business) concerns that submit an offer. All interested parties are encouraged to register for notifications by entering the Solicitation Mailing List Application on the VA BOS website under Solicitation No.: 583-05-05.
