NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR JOINT CLOSE AIR SUPPORT ENGINEERING, DESIGN, AND SCIENCE & TECHNOLOGY SUPPORT FOR OPERATIONAL DEVELOPMENT AND VALIDATION OF COMPETENCY-BASED WARFIGHTING TRAINING SYSTEMS The Air Force Research Laboratory (AFRL/HE) intends to award on the basis of less than full-and-open competition a contract to Minerva Engineering Inc, Gilbert, AZ, a service-disabled veteran owned small business. The contractor shall provide all personnel, materials and services to provide technical and engineering, services to design, develop, test and evaluate, validate operational competency-based methods and tools for enhancing Warfighter performance in the Air Force, Joint, and Coalition Air and Space Warfighting Systems. Tasks required under any resulting contract shall include, but may not be limited to: a) Provide engineering expertise to design technologies for untethered and high fidelity simulation technologies, b) Provide an engineering design and architecture capability for untethered technologies to be interchangeable with any Joint Close Air Support (JCAS) simulation system, c) Provide un-tethered design engineering and integration with Joint Terminal Attack Control (JTAC) simulation for the Battlefield Air Operations (BAO) toolkit, and d) Provide un-tethered design engineering and integration with Joint Terminal Attack Control (JTAC) simulation for and Tactical Air Control Party (TACP) Close Air Support System (CASS) toolkits. Vendors who meet the criteria for a service-disabled veteran owned small business and who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered.
