Description
The contractor shall provide all management, tools, supplies, equipment, transportation, and labor necessary to perform the following industrial type janitorial/custodial services: 1. SERVICES-Contractor shall provide all labor, materials, equipment (ladders, brooms, lifts, explosion-proof vacuums, etc), supervision, and supplies necessary to provide complete cleaning services in the central heat and power plant at Eielson AFB, AK. Services shall be performed at and on all vertical and horizontal surfaces in the plant, including walls, floors, structural beams, piping, ducts, generators, and control panels. Also included are offices, restrooms, locker rooms, showers, and break room. 2. SITE CONDITIONS-The power plant is a hot, dusty, noisy, and hazard-laden coal-fired electricity-generation facility. 3. EXECUTION (a) Commercial available cleaning products and equipment; (b) Be capable to perform services from ladders, catwalks, broom lifts, or scaffolding?as applicable; (c) Primary by vacuuming and/or damp cloth. Heavily soiled areas shall be mechanically dislodged. No compressed air or flowing liquids allowed. 4. SAFETY REQUIREMENTS-Fall protections, falling objects, confined ?space, electrical shock hazard, and burns from coal fires and/or steam. 5. WORK HOURS-Services provided at Central Heat & Steam Plant on Monday-Friday from 0730 am to 430 pm, excluding recognized federal holidays. 6. WORK SCHEDULE-General foreman of power plant will get with Contractor to notify areas as needed. Administrative, restrooms, and locker rooms are twice a week. This will be a firm-fixed price service-type solicitation/contract following commercial practices. The performance period is one (1) base year with four (4) option years. Multiple awards for this requirement will not be made. The proposed procurement is 100% small business set-aside. No Corrections And/Or Changes Are Allowed After Time Of Submission Of Proposal. Furthermore, this will be awarded as a Firm Fixed Price (FFP) competitive commercial contract. In addition, all parties must follow guidelines set forth in Air Force Instruction (AFI) 63-124, Performance-Based Service Contracts. The applicable NAICS code for this acquisition is 561720 with a small business size standard of $14 million and Federal Stock Class (FSC) of S201. It is anticipated that the solicitation will be issued electronically ON OR ABOUT 31 August 2004 on the Electronic Posting System (EPS) at www.eps.gov. Once the solicitation is posted, it will only be issued electronically. It will be available only via the Federal Business Opportunities web site (http://www.fedbizopps.gov/). Potential offerors will be responsible for downloading their own copy of the solicitation package. No paper copies will be furnished. Potential offerors MUST register at www.fedbizopps.gov in order to receive notification and/or changes to the synopsis and resultant solicitation. No bidders mailing list will be maintained. Interested contractors are encouraged to submit their contact information by registering as an interested vendor utilizing the "Register as an Interested Vendor" button. Please note that this function is separate from the "Register to Receive Notification" function. Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Information concerning CCR registered requirements may be viewed via the Internet at http://www.ccr.gov/or by calling the CCR Registration Center at 1-888-227-2423. You must register on that site in order to receive notification of changes to the solicitation. You will need the viewers for Microsoft Word (.doc), Acrobat Reader (.pdf), and Source View (.svd) to be able to view the solicitation documents. These viewers can be downloaded off of the EPS website. Please submit any question regarding the solicitation in writing at the site visit. This site visit will be held approximately 14-days after the solicitation is issued.
