- A-The U.S. Army Natick Soldier Center intends to award a purchase order utilizing simplified acquisition procedures to Rini Technologies, a small business, on a basis of other than full and open competition. The acquisition is for research and devel opment work on Vapor compression microclimate cooling system. This company was previously awarded a Phase 1 contract under the Department of Defense Small Business Innovation Research (SBIR) Program on 16 December 2002. The Phase 1 contract ended in 16 J une 2003 and was completed prior to the exercise of the Phase 1 option on the contract. The company has now been invited to submit a Phase 2 proposal and the Government now desires to pursue, as a separate purchase order, the effort originally set forth i n the Phase 1 option. There is no solicitation document available for this acquisition. Reference Note 22, which reduces the response time to be considered from 30 days to within 5 days after date of publication of this synopsis.
