- Description
- The National Park Service (NPS), Department of Interior, is conducting a pre-solicitation site visit for the replacement of the Eielson Visitor Center at Denali National Park and Preserve. The NPS will be soliciting proposals in early 2005 for construction firms having the capability to perform the work described below. Funding is currently unavailable pending Congressional approval. It is anticipated that this project will advertised in February 2005 and that it will be a full and open competitive solicitation. In order that interested parties may have a chance to visit the site before inclement weather, a Pre-Solicitation Site Visit is scheduled on Tuesday, September 14, 2004. All interested parties are to meet at the Visitor Access Center at Denali National Park and Preserve at 8 a.m. on September 14, 2004. A bus will be provided to take prospective bidders to the site. No lunch will be available. The anticipated return time is 4 p.m. Accordingly, to reserve a space for this site visit, all interested parties must contact Marlene Haussler, Contract Specialist, at (303) 969-2159; email marlene_haussler@contractor.nps.gov by September 9, 2004. A draft copy of the 75% complete drawings for the Eielson Visitor Center will be made available on or about August 27, 2004 at the Denver Service Center new public FTP server. This is a public FTP server meaning NPS staff, cooperators and contractors located outside the NPS computer network can access the site. No anonymous FTP connections are allowed. Therefore, uploading and downloading of data requires a username and password. Users must log on to the FTP server to download and upload files. No anonymous FTP access is allowed. The Denver Service Center assumes no responsibility for the usage of this server. All questions and answers presented at the pre-solicitation site visit will be included in the final drawings, specifications, attachment, or amendment. The title of this project is: Replace Eielson Visitor Center. Eielson is located at mile 66 along the Denali Park Road. Average travel time to the site is 3.5 hours. Access into the park is restricted; park visitors must take the park transportation system to the Eielson site. Construction deliveries will be restricted to between 10 PM and 6 AM. Contractor will be required to construct construction camp for construction personnel. The anticipated start date for construction is May 2005. The work of this contract consists of the demolition of the existing 4,000 sf masonry visitor center, construction of a new 9,000 sf energy LEED rated visitor center, installation of photovoltaic panels and backup propane generator, replacement of existing water lines and spring box, replacement of the existing septic tank and leachfield, installation of retaining walls and plaza areas, reconstruction of the bus parking lot, installation of temporary facilities at Toklat which will include sweet smelling toilets (SST's), temporary structures for visitor interpretation/ information and electrical systems. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. Technical capability will include but not limited to experience in working in logistically challenging remote locations with short construction seasons. Experience in constructing LEED certified facilities. Experience in constructing visitor centers. Estimated price range, $4,000,000 to $6,000,000.Time for completion is 550 calendar days.
