Description
THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: www.esol.navfac.navy.mil The official planholders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR?S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Carrie Grimard via facsimile at 812-854-3800 or e-mail at grimard_carrie@crane.navy.mil Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Provide all labor, supervision, tools, materials, equipment and transportation necessary to perform grapevine control at the Naval Support Activity, Crane, Indiana. This work includes cutting all grape vines within the boundaries of the areas designated by the Officer in Charge. Boundaries are established on the ground by a special mark on certain trees and in a straight line between such trees. Areas to be treated are indicated by boundary trees marked with highly visible paint or flagging. All grape vines within this boundary are to be cut within thirty-six (36) inches of the root and must be completely in two. Any method of severing the vines from its root is allowed, provided that no damage is done to the trees. This work will be accomplished via a combination Firm Fixed-Price/Indefinite Quantity contract utilizing the Commercial Acquisition Procedures in Federal Acquisition Regulation (FAR) Part 12. The solicitation contains provisions for a 12-month base period, plus four 12-month option periods to be exercised at the discretion of the Government. Estimated cost range is $75,000.00 to $100,000.00 for the entire five-year term. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate the offers: past performance and performance narrative. These technical factors when combined are equal in value to the price. NAICS Code is 115310 ? Support Activities for Forestry with a size standard of $6.0 million. This solicitation will be issued as a 100 percent small business set-aside. Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Approximate release date is Monday, August 23, 2004 with proposals due at 4:00 p.m. (local time) on Thursday, September 2, 2004.
