Description
The Navy requires several configurations of Rapidly Deployable Shelters that are quick and easy to assemble and disassemble, versatile and adaptable to a variety of operational military and other emergency response situations (e.g., terrorist attack reaction, forest fire coordination, and Red Cross emergency relief). These shelters must provide ease of use, mobility and flexibility. They will be used for command, control and coordination operations on the leading edge of both military and non-military rapid response requirements. Applicable specifications include MIL-PRF-44103D ? Cloth, Fire, Water and Weather Resistant; Classes 1,2,3 & 4 and Grades A, B & C. Applicable standards include FED-STD-595 Colors Used In Government Procurement, MIL-STD-1180 Safety Standards For Military Ground Vehicles, National Highway Traffic Safety Administration (NHTSA) and Federal Motor Vehicle Safety Standards (FMVSS) For Trailers. Rapidly deployable shelters must be field-configur! able as the operational situations dictate. Performance requirements include scaleable, integrated electrical and communications wiring to easily accommodate equipment depending on the specific operational need and shelter configuration. The systems must be capable of being easily transported, assembled and disassembled during periods of daylight or darkness and in climatic conditions ranging from Hot Dry to Cold Wet. The shelters must include integrated air distribution plenum(s) that require(s) no additional setup time. The smallest shelter will be approximately 882 cubic feet and must take no longer than 4 minutes to set up or tear down by no more than two people. The largest shelter will be approximately 18,240 cubic feet and take no longer than 22 minutes to set up or tear down by no more than 8 people. The contractor shall provide chemical/biological resistant liners that can be retrofitted to all shelters. The contractor shall provide rigid doorways that can be! attached to any type/size shelter. Package and storage of a shelter, including shelter assembly support equipment must be accomplished in either one or two bundles/packages. A packed shelter bundle shall not exceed 64?x 55?x 36?. This will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract covering a five-year period. An RFP will be issued via the Federal Business Opportunities website (FedBizOpps.gov), the Navy Electronic Commerce Online (NECO) website and the NSWC crane homepage (www.crane.navy.mil). Source selection criteria will include the following in descending order of importance: technical, past performance and price.
