- FORMAL NOTICE OF A-76 STREAMLINED COST COMPETITION STUDY. This notice constitutes the formal announcement for commencement of an A-76 Non-MEO Streamlined study of the Conference Center and Workforce Development and Training staff function located at the Department of Labor, Bureau of Labor Statistics, Division of Human Resources and Organizational Management, 2 Massachusetts Avenue, Washington, D.C. The A-76 Streamlined study start date is 6/17/2004. The study will be completed no later than 90 days following the start date. The incumbent service providers are Federal employees. This Streamlined Competition Process will not include a MEO. This Streamlined Competition study will review five (5) FTEs that fall within the following FAIR Act Function Codes: two (2) B000s, three (3) B200s. The following are the series and grades of the five (5) FTEs: two (2) GS-0203-7 and three (3) GS-0235-12. An A-76 Streamlined Cost Comparison review shall be conducted in accordance with OMB Circular A-76. The Competitive Sourcing Official is Patrick Pizzella, the Agency Tender Official is Todd Zimmerman, and the Contracting Officer is Ausie Grigg. This will be the only announcement. There will be NO Formal RFQ issued under the non-MEO streamlined process. In accordance with the A-76 Circular, and Federal Acquisition Regulations, the Contracting Officer will analyze market pricing or industry submitted market costs or market pricing received against the Government’s As-Is estimate to perform the function at the As-Is staffing level. At the conclusion of the cost comparison, the Contracting Officer will make a final performance decision. If market data shows that industry pricing is more cost effective than the government’s, a decision may be made to issue a formal RFP and ultimately a contract. If the government As-Is organization estimate is more cost effective, a decision shall be rendered to retain the function in-house. This will be the only announcement made for this effort.
