Description
This amendment corrects the quantity ordered. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. In addition, this procurement will be conducted in accordance with the procedures in FAR Part 13.5 Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is issued as a request for quote (RFQ) and is unrestricted. The RFQ number is SSA-RFQ-04-0685. The RFQ incorporates provisions and clauses that are in effect through FAC 2001-24. The associated NAICS code is 334310 and the small business size standard is 750. The requirement is as follows: Qty 10 Sony Reformatter/Duplicator CCP1300RF/D. Delivery shall be FOB destination to Falls Church, Virginia and shall not be later than 30 days after award date. The Contractor shall provide a quotation for the brand name or equal equipment. If an equal is quoted, the Contractor must provide information on the product including the specifications. The Contractor shall include the delivery date and their DUNS number along with completed Certs and Reps, and a signed copy of the SF1449. This will be a firm fixed price purchase order. The Government reserves the right to award the purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose offer is conforming to this synopsis/solicitation and will offer the best value to the Government, price and other factors considered. Quotations will be evaluated in accordance with FAR 13.106-2 Evaluation of Quotations or Offerors. Award will be made based on all or none and the contractor’s (a) technical capability of the items being offered to meet the government requirements, (b) price and (c) delivery schedule. Quotes shall address all requirements in this combined/synopsis/solicitation, and shall include all the documentation listed. The government reserves the right to award a purchase order without discussions. All interested, responsible vendors should submit their quotation no later than August 23, 2004, 1600 EST. All questions must be received by email to anita.allen@ssa.gov by 1000 EST on August 20, 2004. Any emails received after 1000 EST on August 20, 2004 are not guaranteed a response. All vendors are to include with their quote, documentation if an equal is quoted, a completed copy of FAR 52.212-3, Offeror Representations and Certifications- Commercial items (JAN 2004) for Commercial Item which may be downloaded from http://www.arnet.gov and a signed copy of the SF-1449 Solicitation/Contract/Order which may be downloaded from http://www.fedforms.gov. (b) The use in this solicitation or contract of any [insert regulation name] (48 CFR [ ]) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation.(End of clause) 52.204-7 Central Contractor Registration (Oct 2003)- DEVIATION SSA is in the process of establishing the necessary interface between its financial system and the CCR database. During this transition period, the agency is going to temporarily deviate from the requirement to use the CCR database as its source of information for EFT payments. Therefore, this contract includes the clause at 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration (May 1999) in lieu of the clause at FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). This is the only deviation from the requirements of this clause, 52.204-7. The contractor shall comply with all other requirements for CCR registration in the clause.
