Description
The National Oceanic and Atmospheric Administration (NOAA), Air Modeling Division, Research Triangle Park, North Carolina, has a requirement for services in support of the Emission Processing for a Linked WRF/nmm CMAQ Model. The requirements/task for this service are as follows: (1) Submit a detailed workplan and schedule, including descriptions of proposed new software, coding, or procedures needed to construct surrogates and land use on the native WRF/nmm-CMAQ grid structure (rotated latitude-longitude map coordinate, Arakawa-E grid). (2) Create a surrogates file for the native WRF/nmm-CMAQ grid using the most recent surrogate mapping scheme available from the U.S. EPA. This surrogate file should be designed in a way so that quality assurance procedures can be readily applied to it. (3) Create a land use data set on the native WRF/nmm-CMAQ grid suitable for use with BEIS3. This data set shall be available in both a binary form and in an ASCII form. (4) Provide the appropriate grid information specifying the native WRF/nmm-CMAQ grid structure so as to provide a method for mapping point source emissions to specific grid cells. (5) Perform test and evaluate the new data sets using a test case that is mutually agreeable to the Contractor and the COTR. (6) Provide a written report describing the PREMAQ modifications made as part of this Contract, as well as the testing of these modifications. The following deliverables are required: (1) Workplan and schedule, from Task 1 (Due: 6 weeks after contract award; COTR will provide comments back to Contractor with 2 weeks of receipt). (2) Bi-monthly brief progress reports to COTR, describing progress to date, problems encountered, and resource expenditures (Due: every 2 months after Contract award). (3) Mid-project progress review, including briefing by the Contractor to the COTR and NOAA staff at ASMD, R.T.P., NC (Due: 6 months after Contract award). (4) Delivery of modified and tested surrogates files and land use files, and any newly developed software utilities (Tasks 2,3,4,5) (Due: 10 months after Contract award). (5) Delivery of project report, describing computer code modifications and testing (Task 6) (Due: 12 months after Contract award). All new or modified codes developed as part of this project shall use the Fortran-90 computer language, and avoid the use of any proprietary software libraries. All codes developed or modified as part of this Contract shall be in the public domain, freely distributable to interested parties. Period of Performance: September 29, 2004 through September 28, 2005. All responsible sources may submit an offer to the RFQ which will be considered by the agency. Copies of the solicitation will only be posted on FEDBIZOPPS. Telephone request will not be honored. Submit a copy of the downloable RFQ, provide sufficient supportive technical/description literature with proposal, via email to (sybil.s.custer@noaa.gov) or mail offers to DOC/NOAA/EASC Acquisition Management Division, 200 Granby Street, Suite 815, Norfolk, Virginia 23510, NO LATER THAN September 3, 2004. Potential contractors must register in the Central Contractor Registry (CCR) to be eligible for award. The CCR website is www.ccr.gov. Award will be made to the lowest responsible, responsive offeror who can meet the requirements contained in this announcement and is the most advantageous to the Government considering price and price related factors. Award will be made on or about September 15, 2004.
