- This synopsis announces the cancellation of three Defense Logistics Agency cost comparison studies announced on October 10, 2001, under the OMB Circular A-76 (Revised 1999). The three studies involved are for the Defense Distribution Centers in Norfolk, Virginia (DDNV); Oklahoma City, Oklahoma (DDOO); and Red River, Texas (DDRT). No solicitation has been issued for DDNV, DDOO, and DDRT. In accordance with the OMB Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, the studies are canceled and will be subsequently re-announced under the revised circular.
