Description
The National Institutes of Standards and Technology (NIST) intends to negotiate on a sole source basis with the Asian Technology Information Program (ATIP) under the authority of FAR 13.106-1(b) Soliciting from a Single Source, to provide the following: support to the Information Technology Laboratory of the technical advances made in Asia, facilitate direct contact with ITL scientists, consulting services/support, conduct briefings, support ITL visits and/or technology tours to Asia by organizing/arranging for appropriate meetings with high-level officials, research new advances in Information Technology in Asia and provide reports to ITL. The Asian Technology Information Program (ATIP) has well-developed and uniquely positioned programs in Japan, China, South Korea, Singapore, Taiwan, other countries in Asia, and the United States. ATIP has the unique capability and resources to obtain and disseminate the Asian science and technology information that is sought by ITL. ATIP has been providing this service to NIST since 1995 and in order to provide continuity with the programs that use the information ATIP provides, ATIP is the only responsible source to fulfill the Government?s requirement. A fixed price purchase order will be issued on or about August 31, 2004. Interested parties may identify their interest and capability to respond to this requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation nor is it a request for competition.
