Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is a small business set-aside and the NAICS code is 541611 with a small business size standard of $6.0 million. It is the intent of the National Institutes of Health (NIH), to procure professional support services for the Division of Statistical Analysis (DSA) on a sole source basis from Mr. Krishna Collie, Washington, D.C. The DSA conducts analyses of federally supported biomedical and behavioral research. In fulfilling this function, the office utilizes the Information for Management, Planning, and Analysis, and Coordination (IMPAC) II System, Computer Retrieval of Information on Scientific Projects (CRISP), as well as other data sources to conduct statistical investigations of extramural trends and related topics. Its responsibilities include the design, maintenance, and operation of computer reporting systems; training and technical assistance in data retrieval; preparation of reports and publications, such as tabulations of NIH grants and awards for the materials dealing with extramural trends or other topics; and the development and implementation of special projects, involving quantitative or computer-based models used for long-range planning exercises; and the evaluation of alternatives to current procedures and practices. This office works closely with institutes and centers ensuring the accuracy of selected key items for publications or reports. The Divisions provides information retrieval services to NIH, the Congress, other government agencies, and a widespread user community including the media, academic institutions, and private citizens. The offeror provides: (1) programming and ad hoc reporting using the CRISP and IMPAC System and other data sources; (2) training and technical assistance in accessing CRISP/IMPAC data using the Internet, CD-ROM, and the NIH mainframe systems; (3) end user requirement analysis and selection of software products for the Office of Reports and Analysis (ORA) processes; (4) ensures the accuracy of selected data items used in reports and publications; and (5) assistance with analyses dealing with extramural trends. This purchase order is for technical support in the administration and delivery of analysis and reports of inherent use of IMPACII database and related files. The offeror will be responsible for: a) production of accurate and timely ad-hoc reports, as requested, utilizing grant information contained in the IMPAC II, the Online Transactional Processing (OLTP), and the IMPAC II Reporting Database (IRDB) and other departmental databases; b) production of accurate FY2003 and FY2004 year end reports formatted to be compatible with, and suitable for loading to, the DSA website http://grants1.nih.gov/grants/award/award.htm; c) creation of standardized reports, which will be used to determine the accuracy of, selected data items within the IMPAC II, OLTP, and IRDB databases; d) analyzing specific data problems, determining requirements for, and providing documented plans to, facilitate specific data corrections; e) recommending and creating custom views and functions which will increase the speed and efficiency of reporting by the Department of Statistics and analysis. EVALUATION CRITERIA: The technical proposal will receive paramount consideration over price or cost factors. The evaluation will be based, in addition to price, on a written quotation detailing the demonstrated capabilities of the prospective vendor in relation to the needs of the project as set forth in the Statement of Work. Offerors must submit information sufficient to allow NIH to evaluate the following criteria for award. Criterion A: Personnel (50 points) the offeror must have demonstrated experience with implementation and knowledge of the IMPACII System; must have demonstrated ability, through experience, to work cooperatively with staff and managers of the NIH grant systems; must have demonstrated ability, through experience, to organize and execute evaluative IMPACII data reports. Criterion B: Technical Approach (50 points) the contractor must have a systematic and documented approach to all steps necessary to plan and execute analyses related to IMPAC II and related systems. Mr. Krishna Collie is uniquely qualified for this consultant position. Mr. Collie has 6 years of experience with the NIH grants system and databases. His expertise is unparalleled with regard to knowing both the existing data and historical data for NIH. This requirement is for a twelve (12) month period. This notice of intent is not a request for competitive quotations, however, all responses received within 15 days from the date of publication of this synopsis will be considered by NIH. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation.
