Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with addition information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government plans to issue a FFP contract to provide enhancements to Keon Web Passport software used for the DoD Public Key Infrastructure (PKI). This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. The US Air Force utilizes the Common Access Card (CAC) to identify end users to workstations and applications. While this provides most of the functionality required for digital access and digital identity, it doesn't meet all of the USAF's needs; specifically, there is a need to access credentials within the chain of command when access to the CAC may not be possible. On the CAC, there is an EDI-PI attribute contained in the Common Name of the certificate (Netscape CMS Certs), which is a serial number that is issued to a user when they initially get their certificate issued. The Air Force would like to customize Web Passport's login page to pull this piece of information from the certificate on the CAC, map it to the user in the Microsoft Active Directory and provide access to their web passport virtual card. This would replace the x.509 login mechanism (not presently utilized) that comes with KWP; the LDAP authentication (userID and password) or SecurID would be unaltered. This would result in the user only requiring entering the PIN initially to access the x.509 certificate on the CAC, and accept the login page presented by KWP when presented. Once the virtual card is received by the user, all other web access is permitted. The Government's prcurement will be used to enhance the Air Force's current version of Keon Web Passport and consist of replacing the x.509 authentication DLL in the Keon Web Passport software. Web servers will request a browser to present a user's certficate for validation. If it validates, the user will receive access to the virtual card store. If the user does not have a digital certificate, the user will be prompted for a UID and password. If a UID and password is presented and validated, the user will receive access to the virtual card store. If no certificate or UID password is presented, user access is terminated. One the user certificate is validated, the functionality for the custom DLL would include: (1) Parsing the certificate for the EDI-PI value in the DN, or if the smart card is not a CAC, parsing the certificate presented to the browser to obtain the UID (also in the DN) of the user; (2) Looking up the user associated with the EDI-PI/UID in MS Active Directory; (3) Download the user virtual card that will provide access to the desired web services. The Government will no longer accept nor process hard copies of Invoices/Receiving Reports. These documents must be generated electronically via the Wide Area Work Flow - Receipts and Acceptance (WAWF-RA). All packages and shipping papers shall be marked with the order number to permit effective processing and timely payment. To be eligible for award you must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet @www.ccr.gov. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
