Description
The Government intends to proceed with continued pre-solicitation activities for the Rapid Attack Identification, Detection, and Reporting System (RAIDRS) Spiral-1 (RS-1), and intends to release an RFP in late October 2004 with a potential contract award in late February 2005. Through market research, the government has determined that the RS-1 requirement shall be set-aside for small business. Upon eventual solicitation release, a 30-day response time for proposal submittal is anticipated. The goal for this future solicitation will be a competitive award without discussions. To achieve this, the Government is actively engaging the contractor community to ensure thorough understanding of the requirements and objectives. As a result of the pre-solicitation conference held 20-22 July 04, the RS-1 program team developed a compilation of questions and answers (Q&A). This Q&A document is located on this Fed Biz Ops website as an attachment (RAIDRS Questions and Answers Aug 04.doc). To continue communication with industry and further define the RS-1 draft Request for Proposal (RFP), the Air Force intends to hold another pre-solicitation conference 15-17 September 04. The purpose of this conference is to: (1) solicit feedback on the draft RFP (which the government intends to make available NLT 31 Aug 04), (2) provide Industry with an update on the plans for the upcoming RS-1 acquisition, and (3) distribute the Systems Requirements Review (SRR) data package to interested vendors (note: any prospective offeror may submit written feedback to the Contracting Officer after the SRR data package is made available). Capabilities for the RS-1 contract include design, development, integration, testing, production, deployment, support, maintenance, and operations of a worldwide SATCOM Radio-Frequency (RF) Interference detection, characterization, geo-location, and reporting system. Documents: The Government intends to make the following materials available for pick-up or mailing from 31 August 2004 through 10 September 2004. Request(s) after 10 September 2004 may not be processed. 1. RS-1 Bidder's Library Version 2.0 (Volume 1): Volume 1 will be a For Official Use Only Compact Disc (CD) that will contain such information as an updated Statement of Objectives (SOO), RFP Section L & M, contractor incentive plan, etc. 2. RS-1 Bidder's Library Version 2.0 (Volume 2): Volume 2 will be a classified (DoD SECRET) CD that will contain such information as an updated Technical Requirements Document, a DOORS database output file, etc. Companies interested in receiving these documents should send their request to: TSgt Narciso Abutin @ narciso.abutin@losangeles.af.mil and 1Lt Gregory Vice at gregory.vice@losangeles.af.mil. Companies interested in receiving Volume 2 have two options to obtain it, as follows: (1) Classified Mailing. Instructions: Please provide the following: Company Name, Classified mailing address, City, State, Zip, Cage Code, Facility Security Officer (FSO) name and telephone number. (2) Hand Carry/Pick-up. Instructions: Visit Request--Contractors requesting classified pick-up, must send in their DoD Collateral Visit Authorization Letter (VAL). The VAL must indicate "courier authorization." Send to: SMC/SY (Attn: Berta Chavez) 2420 Vela Way Ste 1866 Building A-8, El Segundo, CA 90245; FAX (310) 416-1746. Contractors must present a courier authorization letter signed by the Facility Security Officer (FSO) at the time of receiving the classified package. Pre-solicitation Conference: The pre-solicitation conference planned for 15-17 September will be held at the DoD SECRET level. As stated above, the primary purpose of the conference is to solicit feedback from industry on the draft RFP documentation. The conference will begin with the Government providing a requirements overview, and will be followed with 1-on-1 sessions for vendors interested in providing feedback to the RFP/requirements documentation. Vendors interested in attending the conference must send a DoD Collateral Visit Request NLT 8 September 04 to: SMC/SY (Attn: Berta Chavez) 2420 Vela Way Ste 1866 Building A-8, El Segundo, CA 90245; FAX (310) 416-1746. Agenda: 15 September: 0700-1200 RAIDRS Spiral 1 Program Update; 1330-1630 Contractor Feedback sessions 16-17 September: 0800-1630 Contractor Feedback sessions. Companies interested in participating in a contractor 1-on-1 feedback session should email their request to 1Lt Gregory Vice at gregory.vice@losangeles.af.mil. Request vendors prepare comments (to the government Draft RFP documentation) prior to the 1-on-1 sessions. Please save comments on a CD, and ensure the comments are created in a format compatible with Microsoft Windows/Office 2000. Additionally, request companies do not repeat company overview information, information covered in the Q&A document (unless further clarification is required), or information covered in previous sessions. Please indicate company point of contact, number of guests attending, and preferred meeting time (where applicable). The Program Office will make every effort to accommodate companies wishing to participate in contractor feedback sessions. Interested companies are limited to five (5) attendees total for all divisions and locations. Organizations wanting to bring more personnel can request this through the primary POC and will be handled on a case-by-case basis. The last day to register for the conference and reserve a 1-on-1 session is 8 September 2004. Conference location specifics will be provided at a later time to interested vendors. Location and times for contractor 1-on-1 sessions will be sent to the company POC prior to the pre-solicitation conference. All interested parties are advised that RAIDRS Spiral-1will be subject to FAR 252.211-7003 Item Identification and Valuation (JAN 2004).
