Description
This is a combined synopsis/solicitation for a sole source purchase of emergency and recurring maintenance repairs to existing Land Mobile Radio (LMR) equipment in support of United States Army Europe (USAREUR) Office of Provost Marshall (OPM). Wies baden Contracting Center intends to award firm fixed price commercial services contract to Motorola, Inc. USFGMD, 7230 Parkway Drive, PO Box 500, Hanover, MD 21076. The authority cited is 10 U.S.C. 2304( c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contract is for a one (1) year base period of performance and will include two (2), one-year option periods. Services include removal and replacement of encryption modules, frequency changes, programming, re-programming, and related maintenance to gov ernment-owned LMR equipment used throughout USAREUR. The services include maintenance to equipment containing Universal Encryption Modules (UCM), a proprietary hardware that only Motorola certified technicians can service. Additionally, the requirement i ncludes programming and software that is controlled through Motorola software licensing agreements. Competition was sought under the previous Motorola maintenance contracts (DAJA22-02-D-0014 and DAJA22-98-D-0001) utilizing full and open competition and Motorola was determined to be the only responsible source that could satisfy the Government's requireme nts. The contract will be established as a fixed price, performance-based, on-call repair and maintenance contract. The NAICS code is 811219. Anticipated period of performance is 1 Sep 04 - 31 Aug 05. All responsible sources may identify interest and capabili ty by responding to this requirement or submitting a Quote by 3 p.m. Central European Time 25 Aug 2004. Quotes received from this publication will be considered, however, the responses received will be evaluated and used at sole discretion of the Governme nt to determine whether sources other than Motorola are capable and responsible. All respondents must be registered in the Central Contractor Registration (CCR), have a valid DUNS number, Cage Code, and Tax Identification Number.
